Description
PRESOLICATION NOTICE ONLY: The Department of the Interior - Yellowstone National Park Service intends to issue a Request for Proposal (RFP) for lake trout gillnetting services on Yellowstone Lake. The solicitation will adhere to the format defined in FAR Part 12, Acquisition of Commercial Items, and Part 15, Contracting by Negotiation. The Contracting Officer contemplates award of a firm fixed price contracts pursuant to the solicitation. For determination of size standards, please use North American Industry Classification System (NAICS) code 114111 and the small business size standard is $4.0 Million. The Department of the Interior - National Park Service has a need for bringing in a professional gillnetter, boat, and crew to Yellowstone National Park to assist biologists witht the lake trout suppression effort on Yellowstone Lake, and these details will be issued in the soliciation per the Statement of Work. The actual dates and times will be identified in the solicitation. Anticipated period for completion of these services will be September 30, 2009. Anticipated Solicitation date is February 18, 2009. The gillnetting activities must be tailored to remove the non-native lake troutwhile minimizing mortality of the native Yellowstone cutthroat trout. Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: 1) Company Regional Experience, 2) Lake Trout Removal Operations and Methodology, 3) Past Performance, 4) Key Personnel, and 5) Safety.
