- This Sources Sought/Market Survey is being issued to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting the construction need for the Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC. The construction need is relative to Project # 930CM2002B entitled, Fort Jackson National Cemetery Phase 1B Development, Columbia, South Carolina. The contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of approximately 4,200 pre-placed concrete crypts, a 2,000 niche columbarium and 1200 in-ground sites for cremated remains. The project will develop approximately 50 acres to include access roads; an entrance area; flag/assembly area; two committal shelters; an administration building/public information center with electronic gravesite locator and public restrooms; memorial walkway/donations area; maintenance building/complex; road system; parking; utilities; signage; site furnishings; fencing; irrigation system; utility distribution system; environmental preservation and mitigation. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The award of a firm fixed-price construction contract is anticipated. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought/market survey. Responses must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity; (4) Construction experience of similar projects in size and scope; and (5) Sources Sought announcement number and specific project location. Please note that this is not a request for proposal (RFP) and the government is only seeking information for market research/survey purposes.
