- REQUEST FOR INFORMATION as defined in Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command (MARCORSYSCOM) is conducting a market survey to obtain information on responsible sources that are in the 8(a) Program as defined by FAR Part 19.8, firms that hold General Services Administration (GSA) schedules, and small businesses who have the capability to provide the following non-personal support services: Data Readiness/Data Confidence of Finance and Equipment Reporting non-personal support services. These services are required in order to facilitate the Government in providing an integrated means to respond to Senior Leadership in the Marine Corps and Congressional oversight in regards to the equipment that has been purchased and delivered with a primary focus on the Supplemental requirements, and secondarily on all other procurement allocations. Currently, data residing in Supplemental Tracking and Reset R! eporting System (STARRS), The On-Line Project Center (TOPIC), Mechanization of Contract Administration Services (MOCAS), Standard Accounting, Budgeting and Reporting System Builder (SABRS), Wide Area Workflow (WAWF), Standard Procurement System (SPS)/Procurement Desktop (PD2), PR Builder, Program and Budgeting Documenting Database (PBDD), Budget Exhibits and Total Force Structure Management System (TFSMS) are readiness essential assets of the Government that require the highest level of "data readiness/data confidence". Gaps currently exist in terms of accessibility, availability, completeness and consistency of the required data. Accurate data is required to plan, procure, deliver and account for the correct amount of equipment and financial expenditures in order to provide the necessary combat readiness capability to our operating forces. A team consisting of qualified personnel with expertise in business competencies, such as, Financial Management, Logistics, Contract! ing, Program Management, Acquisition, Information Systems Analyst and experience with at least one of the Marine Corps and DOD Financial and Equipment Information Systems (identified above) will be required in order to effectively support this effort. The U.S. Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information. Interested firms are requested to submit a response in a Microsoft Office compatible format, not to exceed 10 pages, outlining their ability to meet or exceed the requirements identified above by no later than 2:00 PM EDT, 6 February 2009. Firms should also include their business size/type, GSA contract number, if applicable. Only electronic submissions will be accepted.
