Description
Capable sources are sought to renovate Suite G7 of Building 3 into a Corporate Research and Development Server Facility at the Air Force Research Laboratory (AFRL) Rome Research Site (RRS) NY. This Sources Sought Notice is for planning purposes only. The applicable NAICS code is 236220 with an associated small business size standard of $33,500,000 average annual revenue. This is a Sources Sought Notice and is not a Request for Proposal (RFP). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from responses to this notice may be used to develop an acquisition strategy and future solicitation. The Air Force is considering whether to set aside this Firm Fixed Price (FFP) acquisition for 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), or Small Business (SB) concerns. If adequate responses are not received, the acquisition may be solicited on an Unrestricted basis. If this effort is to be set aside, then the clause at FAR 52.219-14, Limitations on Subcontracting, will apply and the prime contractor will be required to perform a minimum of 15% of the cost of the contract, not including the cost of materials, with its own employees. Furthermore, any joint venture efforts will be subject to AFMCFARS clause 5352.219-9001 Use of Joint Ventures in Meeting the Limitations on Subcontracting Requirement. This acquisition includes providing all equipment, labor, devices, and materials to strip Suite G7 of existing partitions; floor and ceiling; and mechanical, electrical, and HVAC systems; then to renovate, replace, and rebuild with new systems. This acquisition includes, but is not limited to, these 13 principal features and commissioning for all systems upon installation: 1. Demolish existing doors and frames, metal stud partitions, acoustical suspended ceilings, access floor system, concrete pedestals and asbestos-containing materials as noted on the drawings. 2. Demolish interior full height and partial height CMU Walls. 3. Remove concrete Mezzanine. 4. Demolish existing electrical supply systems and provide new electrical service. 5. Demolish existing HVAC systems and sprinklers and provide new HVAC system and sprinklers. 6. Adhere gypsum board to existing concrete block and brick masonry perimeter walls. 7. Block up existing door openings with concrete block. Tooth in all masonry walls using similar size masonry units for existing walls of this type. 8. Provide new steel door frames and wood doors and hardware as specified. 9. Provide and install new acoustical ceiling system and lighting. 10. Provide steel joist suspension system. 11. Provide computer racks, Liebert cooling units, controls, and associated wiring and piping. 12. Provide UPS. 13. Provide raised floor system as specified and shown on the drawings. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Specifications, drawings, and associated documents will be provided at time of solicitation. NOTE that this description of work is for the purpose of general information only and is not intended to include or describe every feature of work or to define the scope of the work completely. All interested 8(a), HUBZone, SDVOSB, and SB concerns are invited to respond. In order to be considered, responses must include the following: 1. Positive statement of intent to submit a proposal for this solicitation as a prime contractor. 2. Evidence of successful completion within the past three (3) years as a general contractor of at least three (3) projects similar in magnitude and scope to the work described in this notice to include: (a) Phased renovation and construction of a multi-story information technology laboratory of at least 2,000 square feet in the interior of an occupied federal facility, with construction costs greater than $1,000,000. Experience of this type will be considered more relevant than experience of other types. (b) Phased renovation and construction of a multi-story laboratory of at least 2,000 square feet in the interior of a hospital, research, or educational facility, or other complex facility, with construction costs greater than $1,000,000. 3. Past performance information for work cited above to include: (a) Project description detailing the size, scope, complexity, phasing plan, planned and actual budget, planned and actual schedule, tenants that occupied the various buildings, cost control and cost tracking methods, schedule control, coordination, and prime contractor's experience in delivering the completed projects satisfactorily to the end users. (b) Description of methods employed to successfully work within the fixed schedule and prescribed budget. (c) Contract numbers, project titles, dollar amounts, points of contact, and contact information. (d) Description and quantification of work performed by subcontractors. 4. With regard to this acquisition, a narrative statement describing the intended responsibilities of the prime contractor and subcontractor(s), what work elements each would accomplish, and how the prime contractor would fulfill the requirement to perform at least 15% of the work (not including the cost of materials) with its own employees. 5. Evidence and quantification of bonding and insurance capacity for the work described in this notice. 6. Documentation of current 8(a), HUBZone, SDVOSB, or SB status such as SBA certification letter or other evidence. (For more information on the definition or requirements, refer to http://www.sba.gov) All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone SDVOSB, and SB concerns. Failure to submit all information requested will result in a contractor being considered ‘NOT INTERESTED' in this requirement.
