- SOLICITATION Notice: The Government intends to negotiate on a sole source contract with BAE Systems Controls Inc., for a period of 60 months, anticipated award date of April 2009 to provide AN/ASW-60 and PB-20N DAS units and perform Non-Recurring Engineering for replacement of the AN/SW-31 Autopilot Flight Control Systems. The requirement exists for a follow-on contract with BAE Systems Controls Inc (BAE Systems) who is the only known qualified and responsible source in support of PMA 290 Critical Obsolescence Program. The Control Laws to design and manufacture the autopilot systems for the P-3 aircraft are proprietary to BAE Systems including all the technical rights and data rights to the DAS. This requirement will modify, integrate, test, and install an AN/ASW-60 DAS in P-3 aircraft in place of the existing PB-20N Autopilot Systems (APS) Weapon Replaceable Assemblies and wiring. This effort shall include the necessary engineering tasks, technical data and logistics to support the integration, test, and installation of the AN/ASW-60 DAS into candidate P-3 PB-20N APS aircraft configuration. The requirement includes DAS for FMS customers. The Government intends to negotiate on a sole source contract with BAE Systems Controls Inc., under the authority for other than full and open competition, Title 10, U.S. Code, Section 2304(c)(1) and implemented via Federal Acquisition Regulations Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency’s requirement. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement in response to this synopsis. All responsible sources may submit a capability statement by 2:00PM EDT 02 March 2009. NOTE: DFARS 252.204-7004 Alternate A, Required Central Contractor Registration, applies to all solicitations issued on/after 6/1/98. Lack of registration in the CCR database will make an offeror ineligible for award. Please ensure compliance with this registration when submitting your statement. Furthermore, the contractor awardee shall be required to self-register at https://wawf.eb.mil to ensure compliance and utilization of Wide Area Workflow (WAWF). FAR 52.204-8 requires that each offeror complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://www.bpn.gov. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications ? Commercial Items (May 2004) with its quote including DFARS 252.212-7000 Offeror Representations and Certification ? Commercial Items (NOV 1995) if applicable.
