Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award for the provision of an Occupational/Vocational Education Program on behalf of the Federal Correctional Institution (FCI) located in Oxford, Wisconsin. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The anticipated date of award will be approximately April 9, 2009. The contract performance period is anticipated to consist of a base year from effective date of award through September 30, 2009 and will include four, 12-month option years for renewal. The Contractor shall provide and certify an Occupational training program in which satisfactory completion will yield a certificate in computers which may lead to an Associate of Arts or Science degree in that field. A credit hour is determined as 18 hours of classroom instruction. One session is equal to one credit hour. The offeror shall provide services in accordance with the requirements of this solicitation to inmates/ students at the FCI. Services shall include the provision of on-site academic instruction, appropriate counseling, instructional/course materials, course registration, assessment testing, record-keeping, textbooks(to be bought by inmates), transcripts, certificates of completion and all services and materials customarily provided to occupational/vocational training level students (and applicable to the inmate population at the FCI). The FCI Education Department will provide in kind services, such as space for classes, utilities, instructional boards, audio-visual equipment. Qualified inmates must satisfactorily complete Contractor placement/testing requirements. Inmates will be required to complete mandatory literacy requirements and show proof of a high school diploma or equivalent prior to consideration for placement in the program. Academic instruction will be performed Monday through Friday from 7:30 A. M. to 10:30 A.M and 12:30 P.M. to 3:30 P.M., except for Federal Holidays, inclement weather, or other institutional concerns. Instruction during evening/other hours and/or on weekends may be included but are subject to the mandates of the institution. The solicitation will be made available on or about February 11, 2009 and will be distributed solely through the General Service Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The solicitation is unrestricted. The North American Industry Classification System code for this solicitation is 611210, with a size standard of $6.5 million. The anticipated date for receipt of quotes is March 10, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. All responsible sources may submit a quote which will be considered.
