- NOTE: Numbered note 1 does not apply this is an unrestricted procurement open to large and small business. READ THIS SYNOPSIS CAREFULLY. This is not a typical Request for Proposal pre-solicitation notice. This is an Architect-Engineer (A-E) pre-solicitation notice. There will be NO plans and specs available to non pre-qualified firms. DESCRIPTION: Seattle District plans to procure geotechnical architect-engineer (A-E) services in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See government-wide numbered note 24 at http://cbdnet.access.gpo.gov/num-note.html. The work will include Geotechnical A-E Services on various civil works and military projects serviced by Seattle and Walla Walla District Corps of Engineers in the states of Washington, Oregon, Montana, and Idaho as identified in individual task orders. The North American Industry Classification System (NAICS) Code is 541330 with a size standard of $4.5 million. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $4.5 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov. This announcement is unrestricted and open to both small and large business concerns. Anticipation is of award of a firm fixed price (FFP) architect engineer A-E indefinite delivery-indefinite quantity (IDIQ) contract to a single contractor. The base performance period could begin as early as spring 2009 and end one year after the date of award. There will be two options for the extension of two additional one-year performance periods, if necessary. The not to exceed (NTE) value for the base year will be two million dollars ($2,000,000). Each option period will NTE amount will also be $2,000,000. The total NTE amount for the entire contract is $6,000,000. Individual task orders shall not exceed the annual contract amount. Exercise of options is at the Governments discretion. The minimum guarantee for the base year of the contract will be twenty-five hundred ($2500) for the base year and twenty-five hundred ($2500) for each option year. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees office location (not the location of the work). Firms should indicate personnel and subcontractors selected to work on the contract and state their management structure. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov/. Joint ventures must have its own CAGE code and be separately registered in CCR. Contractors will be selected for negotiations based on their qualifications submitted in accordance with this announcement. PROJECT INFORMATION: Work includes, but is not limited to subsurface exploration and documentation; land and water-borne geophysical investigations, surface geologic mapping; embankment design; foundation analysis; rock mechanics; tunneling design; seismic site evaluation; geotechnical site evaluation; blasting design; groundwater studies; including modeling and aquifer test analysis; seepage analysis; water well design and well/aquifer testing; installation of piezometers; inclinometers; or other geotechnical instrumentation; production and delivery of plans and specifications; dam safety related analyses including potential failure mode analyses; interim risk reduction measure planning, and remedial design; and general geotechnical studies. SELECTION CRITERIA: The selection criteria for this project are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-f are primary. Criteria g and h are secondary and will only be used as tie-breakers among firms that are essentially technically equal. a. Specialized Experience and Technical Competence: At a minimum, describe the experience of the firm and its consultants in the types of work required (see preceding Project Information) b. Professional Qualifications: Discuss professional and supporting disciplines, including registration and licensing requirements. Note specific experience and training for professional personnel. c. Past Performance: Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. d. Capacity to Accomplish the Work: The firms ability to meet the schedule of the overall project. Ability to accomplish a certain number of task orders simultaneously for an indefinite delivery contract. e. Knowledge of the Locality: Describe the firms knowledge of the general area of Washington, Oregon, Montana, and Idaho. f. SB and SDB Participation: Extent of participation of small businesses (including women-owned), small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. NOTE: the following criteria g and h are secondary and will only be used as tie-breakers among firms that are essentially technically equal. g. Geographic Proximity: Location of the firm in the general geographic area of the project that is, Washington, Oregon, Montana, and Idaho. h. Equitable Distribution of DoD Contracts: Volume of DoD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. SUBMISSION REQUIREMENTS: Interested firms having the capabilities and qualifications to perform this work must submit one copy of the SF 330 Part I and II to Scott Britt, Contracting, US Army Corps of Engineers, Seattle District, 4735 E. Marginal Way S., Seattle, WA 98124, no later than 11:00 a.m. on February 24, 2009. Regulations require that the selection board not consider any submittals received after this time and date. The SF 330 should be complete and specifically address the requirements of this announcement. The firm shall present a proposed organization chart and a narrative describing how the organizations will function. Those functions to be subcontracted and to which location shall be clearly identified and at what office (specify the address of the office and key person that is assigned there). Cover letters and extraneous materials are not desired and will not be considered. There will be NO personal visits to discuss this project.
