Description
NASA/GRC has a requirement for an overhaul of a Froude Hofmann HS150 Dynamometerand Flywheel according to the following statement of work:The last overhaul of this waterbrake took place in 2002, and we are unable to reach fullpower (loads and speeds) using this unit in its current state due to torsionally excitedvibration. We would like to have it refurbished and any parts/hardware found that dontmeet standard specifications be replaced. Items that will be sent are the flywheel,shafting, and the waterbrake.The ultimate goal is to be able to run the waterbrake atfull load, which are 21,000 rpm and 400 ft-lbs of torque. Listed below are somerequirements that wed like to be met:The unit torn down and inspected. Replace any worn or damaged parts.Have all of the bearings replaced.Demonstration Acceptance Test.We the customer would like to be on-site for the test.Accelerometers mounted (as in the current test cell environment horizontal and verticalon forward and aft planes of the waterbrake, xxx of the flywheel) and operational duringtest. Readout in inches/sec).Would like the test performed at 3 speeds (19k, 20k, and 21k rpm). At each speed startat minimum load and increase load in 50 lb increments, until 400 ft-lbs (max load) isreached.Ensure that the vibs are within limits(less than 0.47ips steady state) throughout theentire test.Froude to provide alignment results and vibration data (including FFT plots) collectedduring acceptance testing to the customer.Perform final acceptance test at full-rated power at the customers location (NASA Glenn Bldg. 102, T700 Engine Test Facility).NASA/GRC intends to purchase this service from Froude Hofmann, Inc., for this waterbrakeis manufactured by Froude and only they have the expertise and knowledge to overhaul thisunit at their authorized repair facility. This is not a competitive bid but a solesource.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 2/17/09. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
