- The Defense Supply Center Philadelphia (DSCP) Land Detachment SMSG will be soliciting requests for proposals from business entities interested in supporting worldwide demand of various Federal Stock Class (5340) fully competitive Protective Dust Cap items. Solicitation SPM5L5-09-R-0016 is being issued to support this initiative for depot stock replenishment. This initiative will fall under FAR Part 13.5 Test Program for certain Commercial Items procedures. Radio Frequency Identification is required. The initial solicitation will require pricing for 66 core NSNs only. The delivery requirement will be 130 days. This initiative has 7 additional items (Non Core) in the universe which may be added on a post award basis as demand warrants. To obtain a copy of the drawings for the Mending Plate Solicitation after opening, access the C folders located on the following website: http://www.dibbs.bsm.dla.mil. Vendors may either click on the Tech Docs icon next to the solicitation number on the DIBBS RFP/IFB screen or they may log directly into C folders and then search for specific solicitations. Once into C folders vendors will use the same navigation procedures that are currently used to access Request for Quotation (RFQ) technical data. Subject solicitation will be issued as a Total Small Business Set Aside basis with the resultant being an Indefinite Quantity Contract (IQC) for two (2) base years and one (1) additional one-year option. In determining contract awards, the Contracting Officer will be a make comparative assessment of the offerors performance risk by using the Automated Best Value System. Solicitation SPM5L5-09-R-0016 is expected to be issued approximately 13 February 2009 at https://www.dibs.bsm.dla.mil. No hard copies of the solicitation will be available. All responsible sources may submit a proposal which shall be considered by the agency. Numbered Notes 1 and 9 apply.
