- This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 611430, with a small business size standard not to exceed $7,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 611430? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? Please provide a capability statement addressing your organizations ability to perform as a prime contractor the work described in the draft PWS (below). No solicitation is currently available at this time. Draft Performance Work Statement SCP Facilitator/Mentor Provide instruction for Modular Brigade Combat Team command designees in preparation for command, and serve as a mentor to serving commanders. 1. Background:The Modular Brigade Combat Team Commanders' Development Program (BCTCDP) is a course directed by AR 350-1 and TRADOC tasking; conducted by the School for Command Preparation (SCP), six warfighting centers, and the Combat Training Centers (CTC) for brigade combat team command designees. This course is a requirement for future commanders prior to assuming command. It is unique in its purpose and scope. In regard to ARFORGEN model, this course is the first training and educational opportunity focused on BCT commanders. Due to the level of responsibility the students are preparing to assume, ensuring these courses have fully qualified faculty is an imperative. To fully meet the requirements of the future brigade commanders, SCP needs a former brigade combat team commander on the SCP faculty to provide the necessary expertise for a successful educational experience. 2. Scope: The contractor shall provide technical support services to support the mission requirements of the U.S. Armys Command and General Staff College, School for Command Preparations (SCP) Modular Brigade Combat Team Commanders Development Program (Mod. BCTCDP). The contractor shall provide professional instructional support in the development, revision, evaluation, and presentation of course material and specific subjects pertaining to the fundamentals of the art and science of commanding modular brigade combat teams, battle command, command teams, operations in full spectrum operations, leadership, critical reasoning, and adaptive and creative thinking techniques. Additionally, serve as a subject matter expert (SME) in tactical operations to serving commanders at the BCT levels. The contractor shall provide a capability of operating computer-based simulations and models and automated tools used for the administration and facilitation of training used by SCP. These include those systems, simulations, and games developed in conjunction with CGSCs Digital Leader Development Center as well as the National Simulation Center. As an area of emphasis, the contractor will be capable of sustaining a training program on these simulations and systems, while at the same time transitioning to any follow-on generation of simulations used by SCP. The contractor shall instruct Army personnel in these systems as well as topics and subject matter relating to and as outlined in the SCPs Terminal Learning Objectives, Enabling Learning Objectives, and course lesson plans. The contractor shall provide instructional support in training senior officers (Modular BCT Cdrs) in the Command and Control of military combat forces in the application of U.S. Army and joint doctrine at the brigade and battalion levels. The contractor shall provide instruction in the Contemporary Operating Environments (COE) free-thinking opposing forces and enemies, being knowledgeable in the application of current enemy doctrine. The contractor shall support SCP's full training schedule that is directed by AR 350-1, the Chief of Staff of the Army, and CG TRADOC. The schedule consists of approximately four (4) Modular BCTCDP seminars per year for the SCP. Each Mod BCTCDP seminar requires approximately one week of preparatory activity and one week of AAR/post seminar activity. The Contractor will also maintain currency and meet all CGSC faculty development qualifications outlined in the CGSC Faculty Development Bulletin dated 7 Sep. 2004. The Contractor will also instruct in Stabilization Operations training and the Immersive Commanders Environment training. These events consist of pre-event coordination and planning, seminars, training team rehearsals, and potentially simulation-assisted vignettes. b. The Contractor shall have a thorough understanding of US Army Doctrine and demonstrate agility to support changes in US Army Doctrine and future initiatives. The contractor shall assist with SCP's transformation process to provide Command Preparation support to these initiatives. Current initiatives include, but are not limited to, the Joint-Interagency-Multinational (JIM) curriculum integration, the Transformation to a modular Army, BCTCDP course development, FM 3-0 full spectrum operations, Caspian Sea scenarios, and the Joint National Training Capability. Additional initiatives include Information Operations, Space Operations, Urban Operations, and Asymmetric Operations and Counter-Insurgency Operations, Personnel Recovery Operations, Logical Lines of Operations, Threat Analysis, Cultural Anthropology, Economics, and Governance. Support is defined as written studies, participation in After Action Reviews, simulation testing, participation in conferences, participation in Round-Table discussions, facilitating/instructing seminars, small group discussions, conducting research on command issues, and reviews of proposed doctrine. The Contractor shall design and execute Bde exercises which provide full spectrum, realistic, stressful training and leader development opportunities to future/serving Army commanders. d. The contractor shall support SCP initiatives in internet-based training. SCP continues to expand its capabilities for providing the training audience with the opportunity to improve their skills through online instruction. Throughout the life of the contract various initiatives involving the internet or other means of digitized training shall emerge. The contractor shall provide subject matter expertise in the warfighting functions as per FM 3-0, preparation and review of training plans, and general tactical advice to support this effort. 4. Tasks: The contractor shall provide an Instructor (Mentor) to a SCP BCTCDP seminar IAW timelines in SCP TR Schedule for FY 09. DELIVERABLE: Contractor shall be at Fort Leavenworth one week prior to the course beginning, on-site daily at least 30 minutes prior to start of course and remain until end of daily activities and remain for one week after the end of the course to participate in AARs and initiate preparation for the next course cycle. The contractor shall provide a qualified subject matter expert (SME). SME is an expert in specific areas of military operations and/or functions and will provide that expertise to a Modular BCTDCP seminar. The Contractor shall use guidance provided by the SCP COR, in conjunction with the military faculty, jointly developed course lessons (POI), and current doctrinal information/command guidance to support development of the specific course and/or seminar training plan. The Contractor shall prepare for BCTCDP Seminar training IAW the SCP Faculty Development Plan. The contractor shall develop in conjunction with the SCP military faculty and curriculum developers, the necessary course materials to conduct an Immersive Commanders Environment (ICE), a decision-making exercise during the conduct of the Mod. BCTCDP seminar. These course materials are primarily a cooperative effort between the SCP faculty and inputs from external support agencies as well as Chain of Command guidance that includes lessons learned, changing topic content, and evolving doctrine. Deliverable: The contractor shall develop written course materials upon direction from COR. The Contractor shall develop and prepare curriculum updates in terms of modifications to a Higher Headquarters Operations Order, teaching case studies, vignettes that reference the COE, ethical decision making, Logical Lines of Operations, Cultural understanding in an AOR, and Threat assessments; in coordination with SCP faculty and curriculum developers. The updates are for a brigade MTOE unit used for a Mod. BCTCDP Seminar. Deliverable: The contractor shall provide curriculum updates within one week of each course AAR. The Contractor shall provide support to all exercises. The Contractor shall attend/participate in all Faculty development sessions, curriculum development sessions, exercise development sessions, and In Progress Reviews (IPRs) while in residence. The contractor shall also coordinate with the SCP Operations Officer to insure coordination of course/seminar schedules consisting of, but not limited to the following information: 1. Dates and times of training that will be conducted at Fort Leavenworth and the remote sites. 2. Date and times of re-deploying units / leaders in order to have small after-action-review sessions to discuss lessons learned/concerns. Contractor is required to provide that information to the curriculum developers and lesson authors in order to maintain relevancy of curriculum.Deliverable: The written input shall be provided to the CD chief NLT 14 days after the session with re-deploying units/leaders. The contractor performs Mod. BCTCDP instructional/seminar facilitation duties in the development, revision, evaluation, and presentation of subjects in fundamentals of war fighting, military leadership concepts and application, critical reasoning principles and creative thinking techniques, and command decision making at the Modular BCT level. The contractor recommends changes and new developments in technology or in the new developments in the educational field affecting their specialty and information to be added to or included in the POI. The contractor will input to the COR for the Chief, TCDP recommendations to plans that insure timely introduction of new or revised tactical brigade procedures, techniques, or operational decision making concepts into the training program. Deliverable: The contractor shall provide written recommendations to the COR within one week after course AAR. The contractor shall provide feedback in terms of student evaluations, through SCP designated media that measure the effectiveness of program concepts or techniques in concert with SCPs Evaluation Program. This feedback will be provided to the SCP up to four (4) times per year using current and future feedback media. This means after each class session an AAR will be conducted in which the Contractor is required to provide feedback. Deliverable: The contractor shall provide a written report to the COR within one week after course AAR. The contractor recommends certain curriculum revisions and instructional methods based on reviewing current operational environments, observations/participation in SGD/seminars, and COE research as applied to the current AOR to ensure course relevancy. Instructional methodology includes, but is not limited to, lectures, conferences, guided discussions, case studies, practical exercises, field trips, and guest speakers. Deliverable: The contractor shall provide curriculum updates within one week of each course AAR. The contractor shall facilitate discussions, manage learning activities within the learning environment, recommend curriculum updates, and document achieving learning outcomes outlined in the TLOs/ELOs, both in residence as well as during off site training sessions for up to fourteen COL attendees in each BCTCDP class. The contractor will participate as the tactical - operational faculty SME to future COL level BCT commanders attending BCTCDP. The Contractor shall maintain subject matter currency and expertise while executing the faculty development program, researching and publishing on topics / subjects relating to the art and science of command, and provide functional expertise in the field of command development for doctrinal revisions and updates. The Contractor shall provide topics to the Command Net Knowledge Forum through the Battle Command Knowledge System and the Command Team Portal. The contractor shall provide the government a list of the topical content areas. The government shall approve all areas... The contractor shall demonstrate to the government that they have accessed the Command Net forum and posted topical content to a discussion forum, at least two (2) times per month.Deliverable: Write and publish one topical article, essay, knowledge forum posting on a subject relating to the military profession at least twice per year. Publication media must be one approved by the COR. The contractor shall operate and integrate selected simulations, games, and Army Battle Command Systems used within the POI. Deliverable: The contractor shall be present in each simulation, game and Army Battle Command system designed in the POI as contractor operated. The contractor shall be required to travel in CONUS for approximately 2 weeks per class, 4 classes per year (total of 8 weeks) to support SCPs Modular BCTCDP training requirements. The contractor shall be required to travel in CONUS for no more than 7 days to conduct AARs with redeploying units in order to gather relevant information to include in instructional updates/curriculum revisions. The contractor shall be required to travel to a Combat Training Center at least four times per year in support of off-site Mod BCTCDP training seminar. 6. Personnel: Contract personnel must meet the following requirements and qualifications. a. Shall have, or be able to obtain, a SECRET clearance. b. Masters Degree from an accredited college or university. c. MEL 1 military education level. d. Former brigade combat team or armored cavalry regiment commander. e. Joint-Interagency-Multinational experience is preferred. f. Recent brigade command experience. Recent brigade command experience is defined as having served as a MTOE brigade commander at the tactical level, preferably within the past 5 years.
