- This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 611430, with a small business size standard not to exceed $7,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 611430? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? No solicitation is currently available at this time. DRAFT Performance Work Statement Cultural Immersion and Open Source Training for ROTC Cadets 1. Background: This initiative expands cultural immersion training for officer cadets as directed by the Secretary of the Army. The intent of this initiative is to augment that cultural immersion focus along with Open Source Research and Analysis training. The intent of this initiative is to provide focused cultural immersion in selected countries along with a basic education in Open Source Research. 2. Scope of Work: This program will operate in 4 phases, each phase is approximately one week in duration: Phase 1: The contractor shall provide all coordination and arrangements necessary to provide ground transportation and lodging for Phase 1 which will last seven (7) days beginning on 31 MAY 2009 and ending on 06 JUN 2009. Lodging shall be within a 30 mile radius of Ft. Leavenworth, KS for 24 ROTC cadets 3 US Army officers (total of up to 27 persons). Local area ground transportation shall be provided on a daily basis for a period of fifteen (15) hours per day for all required needs, including transportation to/from lodging, training sites, physical training areas, meals, transit points, and one excursion to Kansas City. Phase 2: On or about 07 21 JUN 200. The contractor shall provide a cultural immersion and undergraduate-level political-science/social studies program in Egypt and Senegal in accordance with curriculum guidelines and objectives of the FMSO. The program will be conducted for a group of 24 U.S. Army (ROTC) cadets, 3 U.S. Army Officers and up to 9 U.S. government civilian personnel for a total of up to 36 persons, with approximately 12 persons traveling to each country. The majority of the program shall be in cooperation with an academic institution and take place in and around Beijing, China; Cairo, Egypt; and Dakar, Senegal, with day trips and up to three overnight trips in each curriculum. The program will include approximately 12 half-day classroom sessions with corresponding 12 half-day local excursions to reinforce the curriculum. The contractor will direct the program toward the needs of adult cultural immersion, current events, social and political science-type studies that will be relevant to the duties of a future US Army Officer, but this will not be a mil-mil interaction. Length of the immersion will be 14 to 15 days including travel to/from the countries. Phase 3: On or about 22-27 JUN 2009. Repeat requirements of Phase 1, with 2 excursions to Kansas City instead of 1. 3. Tasks. The Contractor shall provide: 3.1 Task 1: Make travel arrangements for and procure/purchase flights for all cadets. Obtain the air transport arrival times of all the ROTC Cadets and training officers/mentors into Kansas City International Airport. As necessary, assist ROTC Cadets with the booking of flights to and from Ft. Leavenworth with the Government Travel Office (GTO). 3.2. Task 2 Contractor shall provide ground transportation in and around Ft. Leavenworth KS and the Kansas City metropolitan area for the cadets and the escorting US Army officers during Phase 1 and Phase 3. The ground transportation will be required up to 15 hours per day during Phases 1 and 3. Transportation will consist of picking participants up at lodging sites, transporting participants to training sites on Ft. Leavenworth, KS including physical training, transporting participants to meal sites, and 3 excursions/trips to local destinations in the Kansas City metropolitan area. 3.3Task 3. The contractor shall arrange for and pay for lodging for each of the 24 ROTC cadets. The contractor shall arrange for lodging for the 3 ROTC officers. Lodging for the entire group shall be in one building or co-joined buildings that are no more than 30 miles from Ft Leavenworth. Lodging located outside of the 30-mile drive must be approved by FMSO. Cost of lodging is not to exceed lodging rate of $70 per day. Government prefers lodging in the Leavenworth/Lansing KS area. 3.4Task 4: International Travel Arrangements. The contractor shall make travel arrangements for and procure/purchase flights for all cadets from Kansas City International Airport to Beijing, China; Dakar, Senegal; and Cairo, Egypt, respectively. Coordinate and when necessary make travel arrangements for all other participants from Kansas City International Airport to Beijing, China; Dakar, Senegal; and Cairo, Egypt, respectively, to ensure that all participants in each group travel on the same flights. As necessary, assist ROTC Cadets with the booking of flights with the Government Travel Office (GTO). 3.5 Task 5: Transportation (all with driver) in and around the countries of China, Senegal, and Egypt. The contractor shall provide safe transportation, with driver(s), for all program participants as required by curriculum/training/meal schedule in each country, including all associated transit and entry fees and/or expenses. 3.6 Task 6. Lodging in China, Senegal, and Egypt. The contractor shall arrange for and pay for lodging for each of the cadets, a total of 24 (8 in each country). In addition, arrange for lodging for 6 U.S. government personnel (2 in each country) at the same lodging location as the cadets. Although the contractor shall not pay for rooms for U.S. government personnel, the contractor shall ensure that room prices fall within established per diem rates and shall ensure means for U.S. government personnel to pay for rooms with government credit cards. Lodging shall meet the following criteria; any deviation from the following criteria must be approved by FMSO in advance: 1.Lodging shall be for the entire group in one building or co-joined buildings, i.e. all members of the party are in the immediate vicinity of each other. A clean, private, well-lit room furnished with individual beds (including linens and one pillow) for cadets in 2-per room and a desk or table for coursework, with at least 7.5 square meters of ventilated living space. Males will room with males, and females with females. An environment free of any communicable diseases (including TB), free of rodents/pests, free of harmful chemical and/or biological contaminants, and free of common allergens (including mold, animal dander, dust, and smoke) and offensive odors. An environment capable of maintaining 65-70 F, if this is not possible, FMSO must be notified when and what days this is not possible. A clean, indoor flushable toilet that affords security and privacy, with at least one toilet per two persons. An indoor bathtub or shower with clean hot and cold running water that affords security and privacy, with at least one tub or shower per two persons. Access to an indoor sink with clean hot and cold running water, with at least one sink per two persons. Access to a phone. Access to laundry facilities. Storage space for four one-liter bottles of water in a refrigerator at 40F. Lodging is secure, particularly from theft and burglary. All facilities will be functional and in good working order. Rooms for U.S. government personnel shall meet the same criteria as the rooms for cadets, except that U.S. government personnel shall have individual private rooms. If host-family accommodation is supportive of curriculum, the requirement for lodging in co-joined buildings may be waived, but only with approval of FMSO. In such cases, contractor will provide all additional required transportation and communication. 3.7 Task 7: Water and Access to Meals in China, Senegal, and Egypt. Contractor shall provide no less than 8 liters of clean, commercially filtered and bottled drinking water per day per person to all program participants. Water will be individually commercially packaged in containers no larger than 1.5 liters and no smaller than 0.5 liters. Contractor shall provide opportunity for cadets to purchase no less than three well-balanced, nutritious meals per day, for a total of 2500 calories per day, at a cost equal to or less than the authorized per diem meal rate. Meal-times will be set by the contractor and furnished to the cadets at the beginning of the immersion tours. If a meal time falls during a site visit, meals shall be incorporated in the itinerary. Meal times will be sufficient for cadets to purchase and consume all meals. When meals are not available on-site, contractor shall provide transportation to appropriate meal sites or shall provide catering. Contractor shall ensure that at least once per day, cadets have opportunity to purchase representative local cuisine. When meals are provided or coordinated by the contractor for special group functions (for example, the welcome dinner), contractor shall ensure that cost of meal to cadets is equal to or less than the authorized per diem meal rate. 3.8 Task 8: Curriculum (Including classes, supervisors, and tours). During Phase 2 of the program, contractor shall provide language orientation, academic instruction, and cultural immersion/site tours to 24 cadets in three groups: 8 in Egypt, 8 in Senegal, and 8 in China. Each group of cadets will be accompanied by 1 ROTC officer and 1 FMSO employee/representative. Contractor shall provide all coordination, arrangements, fees, and transportation necessary to execute the curriculum in each of the respective countries, for all participants involved. Contractor shall build and implement the program training schedule, provided all curriculum content is satisfied, but the program schedule must be approved by FMSO in advance. Examples of satisfactory curricula are provided in Exhibit A of this PWS. During execution of the program, contractor may make adjustments to the schedule itinerary to address unforeseen situations outside the contractors control that may arise, so long as such changes do not alter the programs content, do not incur additional costs to the government, and FMSO approves. Language Orientation (ALL): Contractor shall deliver a list of vocabulary words, transliterated into Latin characters and germane to the cultural immersion for all cadets use prior to the program beginning on 31 MAY 2009. Language Orientation Phase 2 (Egypt group): Contractor shall Contractor shall provide at least ten hours of formal training in modern colloquial Egyptian Arabic to all cadets. Training shall be conducted in not fewer than four sessions, which may be conducted in a classroom setting, while transiting to historical/cultural sites, or during meals. Training shall emphasize expanding and reinforcing listening/speaking skills and shall be directed at students already possessing elementary-level Arabic language training but not necessarily Egyptian dialect. In addition to formal training, contractor shall encourage cadets to practice conversational skills throughout program. Contractor may adapt training as necessary to meet needs/capabilities of cadets, provided no additional cost is required of government. Language Orientation Phase 2 (Senegal group): Contractor shall Contractor shall provide at least ten hours of formal training in modern colloquial West African French to all cadets. Training shall be conducted in not fewer than four sessions, which may be conducted in a classroom setting, while transiting to historical/cultural sites, or during meals. Training shall emphasize expanding and reinforcing listening/speaking skills and shall be directed at the students already possessing intermediate-level French language training but with little immersion experience. In addition to formal training, contractor shall encourage cadets to practice conversational skills throughout program. Contractor may adapt training as necessary to meet needs/capabilities of cadets, provided no additional cost is required of government. Contractor may substitute up to 25% of training with introductory Wolof, provided no additional cost is required of government.. Language Orientation Phase 2 (China group): Contractor shall Contractor shall provide at least ten hours of formal training in modern colloquial Mandarin Chinese to all cadets. Training shall be conducted in not fewer than four sessions, which may be conducted in a classroom setting, while transiting to historical/cultural sites, or during meals. Training shall emphasize expanding and reinforcing listening/speaking skills and shall be directed at students possessing little or no formal Chinese language training (no more than two years of secondary school-level training). In addition to formal training, contractor shall encourage cadets to practice conversational skills throughout program. Contractor may adapt training as necessary to meet needs/capabilities of cadets, provided no additional cost is required of government. Culture and social studies instruction Phase 2 (Egypt group): The contractor shall provide at least 10 hours of formal cultural and social studies instruction. Instruction shall be conducted by qualified subject matter experts with formal graduate-level education or certification in the subject. Instruction may be conducted in lectures, seminars, or dialogue format as appropriate to the topic, and may be conducted in a classroom setting, while transiting to historical/cultural sites, or during meals. Instruction shall be scholarly but directed towards student with little background knowledge. Instruction will cover at least 16 of topics, examples of required topics are listed below: 1.The Role of Egypt in the Middle East, 2.The Role of Egypt in Africa, 3.The Nature and Importance of Egyptian Media and Press, 4.Egyptian Contributions to the Fine and Performing Arts, 5.History of Modern Egypt, 6.Crime and Justice in Egypt, 7.Labor and Industry in Egypt, 8.Ethnic Groups in Egypt, 9.Business and Economy of Egypt, 10.Politics and Government of Modern Egypt, 3.8.10Culture and social studies instruction Phase 2 (Senegal group): The contractor shall provide at least 10 hours of formal cultural and social studies instruction. Instruction shall be conducted by qualified subject matter experts with formal graduate-level education or certification in the subject. Instruction may be conducted in lectures, seminars, or dialogue format as appropriate to the topic, and may be conducted in a classroom setting, while transiting to historical/cultural sites, or during meals. Instruction shall be scholarly but directed towards student with little background knowledge. Instruction will cover at least 16 topics, examples provided below: 1.The Role of Senegal in West Africa, 2.Senegal as a military power, esp. in the AU, 3.Tribes and Ethnic Groups in Senegal, 4.The impact of Slavery upon Senegalese history and culture, 5.Senegalese musical traditions and contributions 6.Crime and Justice in Senegal, 7.Senegalese History, 8.Labor and Industry in Senegal, 9.Business and Economy of Senegal, 10.Politics and Government in Senegal, 11.Religious Movements and sects in Senegal, 3.8.11 Culture and social studies instruction Phase 2 (China group): The contractor shall provide at least 10 hours of formal cultural and social studies instruction. Instruction shall be conducted by qualified subject matter experts with formal graduate-level education or certification in the subject. Instruction may be conducted in lectures, seminars, or dialogue format as appropriate to the topic, and may be conducted in a classroom setting, while transiting to historical/cultural sites, or during meals. Instruction shall be scholarly but directed towards student with little background knowledge. Instruction will cover at least 16 topics, examples provided below: 1.Pre-Dynastic China, 2.The Role of China in Asia, 3.Chinese Contributions to Science, 4.Ethnic groups in China, 5.Trade and Transportation in China, 6.Urban and Rural Society in China, 7.The emergence of Modern China, 8.20th Century Chinese History, 9.Chinese Art and Architecture, 10.The Great Wall, 3.9.5 Cultural immersion and historical/cultural site visits/tours Phase 2 (Egypt group): Contractor shall provide historical and cultural tours to the sites in and around Cairo, Alexandria, Aswan, Fayoum, and the Suez Canal. The contractor shall provide all transportation, English-speaking guides with sufficient knowledge for each site, all fees, and tips to execute these visits. The contractor shall provide sufficient time at each tour/site/event for thorough cultural exposure and learning; the schedule must be approved by FMSO. Examples of required tour sites provided below: 1.Visit the Egyptian Museum in Cairo to view the vast archaeological treasures of ancient Egypt, 2.Visit the Agricultural Museum in Cairo to learn about primitive and modern agricultural practices and issues, 3.Visit Pyramids Of Giza and Sphinxes of North Saqqara to experience the historical legacy of ancient Egypt 4.Visit the Amr Ibn al-Aas Mosque to see Egypts and Africas oldest mosque and learn about the spread of Islam to Egypt, 5.Visit the Citadel And Military Museum to learn about the emergence of modern Egypt, 6.Visit the Ben Ezra Synagogue to learn about the history of Judaism in Egypt, 7.Have a Nile Dinner Cruise to experience traditional Egyptian food and entertainment, 3.9.6Cultural immersion and historical/cultural site visits/tours Phase 2 (Senegal group): Contractor shall provide historical and cultural tours to sites in and around Dakar, St. Louis, Thies, Touba, and Kaolack. The contractor shall provide all transportation, English-speaking guides with sufficient knowledge for each site, all fees, and tips to execute these visits. The contractor shall provide sufficient time at each tour/site/event for thorough cultural exposure and learning; the schedule must be approved by FMSO. 3.9.7Cultural immersion and historical/cultural site visits/tours Phase 2 (China group): Contractor shall provide historical and cultural tours to sites in and around Beijing, Xian, Nanjing, and Shanghai. The contractor shall provide all transportation, English-speaking guides with sufficient knowledge for each site, all fees, and tips to execute these visits. The contractor shall provide sufficient time at each tour/site/event for thorough cultural exposure and learning; the schedule must be approved by FMSO. 3.9.8 Cultural immersion and historical/cultural site visits/tours Phase 2 (all groups): The contractor may propose alternate sites/itineraries, provided said alternatives provide comparable learning experiences and do not incur additional cost to the government. However, such variants must be approved in advance by FMSO. 3.9.9 Embassy Visits Phase 2 (all groups): At a time/date to be determined by the government (normally on or about the morning of the first full day in country), contractor shall provide transportation for all participants to and from the US Embassy in the respective country. Contractor shall allow time in schedule (expected no more than 1/2 day) for this visit. The government will provide the times/dates as soon as they become available. If times/date change, contractor shall make itinerary changes to accommodate the government.
