Description

The following work will be performed at the Charles A. Halleck Federal Building, 230 N. 4th Street, Lafayette, IN 47901. The work shall include but is not limited to the following work: repainting areas in the basement as denoted by the solicitation drawings; mitigation of the lead-based paint in designated areas in the basement; and optional abatement and replacement of asbestos-containing pipe insulation located in the same areas of the basement lead paint mitigation. The abatement of the asbestos-containing pipe insulation is to be performed in a manner that re-uses the containment constructed for lead paint abatement, and any other infrastructure and equipment that can be re-used. The asbestos-containing pipe insulation abatement is not required to be performed in sequence, but can be performed concurrently with, the lead paint abatement, as long as the contractor complies with the project specifications. Performance based contracting does not apply to this procurement as this acquisition is for construction services. The estimated price range for all work is between $250,000 and $300,000. The North American Industrial Classification System Code (NAICS) is 238990 with a size standard of $14 million. This is a negotiated procurement, therefore, a public bid opening will not be held. The solicitation will be available on or about February 19, 2009. The solicitation cited above can only be obtained by accessing a secure website known as the FedBizOpps (FBO). FBO is a secure website designed to safeguard sensitive, but unclassified acquisition information. It is fully integrated with other electronic Government initiatives such the Central Contractor Registration (CCR) database, and is available for use by all Federal Agencies. In order to obtain information from FBO, you will first be required to register with CCR. The Central Contractor Registration database is part of the Business Partner Network, and e-gov initiative and will be used to validate vendor identity. Effective October 1, 2003, all Government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL, www.bpn.gov. Once you have registered with CCR you will be required to register with FBO. No Federal materials can be downloaded until you have registered under both sites. You may access FBO via the following URL, http://www.fbo.gov. You will then be required to access the vendor registration form by selecting the hyperlink entitled “Register Now” and then completing the Vendor/Citizen Registration Form. At a minimum all vendors must supply the following information: Your Company’s Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your Company’s CCR Point of Contact), your Company’s DUNS Number or CAGE Code (Contact Dun and Bradstreet at 1-800-333-0505 if you do not have a D&B Number), your telephone number, and your e-mail address. Any questions regarding this notification should be directed to the Contract Specialist whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be thirty (30) days from the posting of the solicitation.
