- NOTICE OF CONTRACT ACTION (NOCA)This Federal Business Opportunities(FedBizOps)announcement constitutes a Noitice of Proposed Contract Action (NOCA), by the 551st Electronic Systems Group, Hanscom AFB, MA which intends to issue a contract to BAE SYSTEMS/ Rockwell Collins Data Link Solutions, L.L.C. Cedar Rapids, IA, pursuant to the authority of FAR 6.302-1(a)(2)(ii)entitled "One Responsible Source And No Other Supplies or Services Will Satisfy Agency Requirements"; FAR 6.302-1(a)(2)(ii) is authorized under 10 U.S.C 2304-(c)1. The Sole Source purchase will be for the following items: Secure Data Unit (SDU) Fill Plate, PN: H274A032, Quantity: Four (4). These Fill Plates will be spares in support of the Joint Tactical Display Systems (JTIDS) Terminals installed on the CoA's Peace Eagle 737 AEW&C aircraft. The SDU Fill Plates and the JTIDS Terminals are solely manufactured by BAE SYSTEMS/Rockwell Collins Data Link Solutions. The SDU Fill Plate is a necessary integral subassembly of the JTIDS terminals. The Government has determine that an award to any source other than BAE SYSTEMS/Rockwell Collins Data Link Solutions would result in substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the Governements requiremnts.This notice is not a Request for Proposal (RFP). In addition, this notice does not constitute a commitment by the Government nor does it restrict the Government as to the ultimate acquistion approach.
