Description
This announcement constitutes a Notice of Proposed Contract Action (NOCA) by the 950th Electronic Systems Group (950 ELSG), Hanscom AFB MA, for a non-competitive follow-on contract for the Airborne Broadcast Intelligence and Combat Track II (ABI/CTII) System Sustainment to be negotiated with McDonnell Douglas Corporation, A Wholly Owned Subsidiary of The Boeing Company, 15059 Conference Center Drive, Chantilly, VA. The new contract for the ABI and CTII support requirement will enable the current contractor to provide continued sustainment support of the ABI and CTII systems to include disposal of the ABI system(s). This support includes training, hardware/software enhancements, modifications, integration and retrofits; execution; assessment; and disposal. The contract will also have provisions for the procurement of CTII systems to include deployment, site surveys, assembly, test, integration and installation. Foreseeable deployments include support to Mobility Air Forces (MAF) and Combat Air Forces (CAF) aircraft. The contractor is also responsible for depot-level support for garrisoned and deployed hardware/software maintenance, repair and return to the user. The software in the ABI and CTII Systems is the Tracker software. This software provides the user with an interface which displays all data to the cockpit; supports the collection and processing of the position reports, chat applications, and tracks and threats; supports the Tracker Network Hub that links the UHF SATCOM footprints into a single global situational awareness picture and; supports the Hub Clients that allow SIPR-connected workstations to access the Tracker network without a radio which is critical to Air Operations Centers (AOCs) and Wing commanders. The Tracker software runs on Windows machines in the Control and Relay Station (CRS), typically installed on the ground at an AOC, and in any of the In-Transit Units (ITUs), which are usually aircraft, but could also be ground-based. The CRS establishes the Tracker network within a UHF SATCOM footprint and ITUs within that footprint automatically log-on to that network. The Tracker software, which consists of approximately one million source lines of code, is proprietary to The Boeing Company. The Boeing Company ported the software to use modern higher-level languages (C++) several years ago, and has developed the Tracker Network Hub and the Hub Client software. Therefore, The Boeing Company is the only contractor able to perform the requested effort. ESC will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to ESC. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
