Description
This is a sources sought synopsis. The intent of this sources sought synopsis is to identify potential qualified offerors. If a solicitation is issued it may or may not be restricted to 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB) and Small Business (SB). The Mobile Utilities Support Equipment (MUSE) Division of the The Naval Facilities Expeditionary Logistics Center (NFELC) will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. This Sources Sought announcement is a Market Survey for written information. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and in the Federal Business Opportunities FEDBIZOPPS) websites, if the Government intends to continue with the procurement. The MUSE Division provides medium, 5 kV, and low, 480 V, voltage transportable prime power diesel power plants (generators) for use by Department of Defense worldwide. MUSE maintains a ready fleet of non tactical high (1800 RPM) and medium speed (720-900 RPM) transportable diesel generators 200 to 2500 kW. The equipment consists of 2 stroke(Electro Motive Diesel, EMD) and 4 stroke(Cummins, Caterpillar) diesel engines, internal and external exhaust silencers, self and separately excited synchronous single bearing generators, analog and digital automatic voltage regulators, analog and digital governors, integral and separate ancillary systems (fuel, oil, coolant), metal enclosed and metal clad utility parallel generator control switchgear, motor control centers, ISO container and drop over aluminum and steel enclosures, structural steel sub-bases (drag skids), utility grade protective relaying, EPA Tier I and II certified engines, OEM and aftermarket analog and digital gener! ator controls and other components to comprise a fully self contained black start capable prime, continuous, or standby power plant. The general Scope of Work is for the services and products necessary to accomplish equipment repair, or overhaul, or remanufacture or modernization, to include project management and quality control, of MUSE power plants. Each piece of MUSE may require different levels of work to be determined on a case by case basis. MUSE equipment is built to industry consensus standards such as the National Fire Protection Agency (NFPA), American National Standards Institute (ANSI), International association of Electrical and Electronics Engineers (IEEE), International Standards Organization (ISO), American Society of Mechanical Engineers (ASME), Society for Protective Coatings (SSPC), and International Electrical Testing Association (NETA). Any and all work shall be performed by the contractor to these and other applicable standards. This equipment is neither MILSPEC nor the typical portable standby generator found commercially. It is robust, transportable, continuous duty equipment ! designed to serve in lieu of the commercial utility, often in remote locations and harsh environments. The contractor shall not be required to work outside the contiguous United States. The Operation and Maintenance Support Information (OMSI), or maintenance manuals, for MUSE equipment is atypical as well. Contractors are encouraged to review "Unified Facilities Guide Specification UFGS-01 78 23" (July 2006) for amplifying information, as this is the specification section that will be used as a guide should OMSI data be specified. It is available on the web at: "http://www.wbdg.org/ccb/DOD/UFGS/UFGS%2001%2078%2023.pdf" Respondents should provide information about their experience, capabilities, business partnerships, etc. Respondents should provide information that speaks directly to their ability and past performance regarding the services and products necessary to meet this requirement. Specific repair, remanufacture, or modernization tasks may include. 1.In and out of frame engine overhaul, 2 and 4 stroke, of engines up to 3500 HP2.Alternators up to 2500 kW3.Generator control modernization4.Metal clad and metal enclosed utility parallel switchgear5.ISO container Convention for Safe Container (CSC) certification, initial and recertification6.Project management7.Quality management program8.Understanding of OEM part procurement process and cost structure9.Diesel engine cooling systems, OEM and aftermarket10.Diesel fuel transfer systems, OEM and aftermarket11.Structural steel construction as applied to power plant sub bases and enclosures12.Troubleshooting and repair of generator controls13.Troubleshooting and repair of diesel engines14.Utility grade protective relays15.Rotating and static excitation systems16.Rated power factor load tests17.International Electrical Testing Association (NETA) acceptance and maintenance testing18.OEM and aftermarket analog and digital controls19.Modifications to existing O&M manuals and reproduction of engineering drawings in AutoCAD format20.Training Government personnel on operation and maintenance of modified equipment21.Repowering power plants with EPA Tier certified prime movers22.Tests, inspections and certifications of equipment to industry consensus standards23.Paining and applying protective coatings IAW SSPC standards24.Enclosure repairs25.Emissions controls or systems as may be required to meet EPA Tier IV non road diesel emissions requirements It is anticipated that work will take place at the contractor's facility. If it is more cost effective to the Government work may take place at the Governments facility. Location of work will be at the sole discretion of the contracting officer. Respondents should also reply with information regarding their preferred contract type for this requirement. Respondents should also submit whether they prefer to repair, overhaul or modernize only high speed (1800 RPM) or only medium speed (720-900 RPM) power plants. The government may consider separating the two types of power plants (generators) into separate sources sought. Interested parties should respond with documentation showing the company's ability to fulfill the requirements described. Interested parties will briefly summarize their corporate history and depth of experience with similar equipment. References, if provided, may or may not be contacted by the Government. This announcement is not a commitment by the Government neither for a solicitation nor to ultimately award a contract. The applicable NAICS Code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Small Business Standard Size is $7.0M.
