- Description The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Washington DC, is procuring PAVING AND SIDEWALK MAINTENANCE AND CONSTRUCTION to be performed at UNITED STATES NAVAL ACADEMY COMPLEX AND THE NAVAL ACADEMY'S AREA OF RESPONSIBILITY, Annapolis, MD as a 100% SET-ASIDE for competition among 8(a) SMALL DISADVANTAGED BUSINESSES. The Government will only accept offers from (8a) Small Disadvantaged Business Concerns located in the following geographical area; Maryland, Virginia, and Washington DC. A solicitation, N40080-09-R-0503, will be issued on or before 12 February 2009 and close on/or before 16 March 2009, which will be posted on the Government Wide Point of Entry (GPE) at http://www.neco.navy.mil. A draft solicitation for review will be posted on the Government Wide Point of Entry (GPE) at https://www.fedteds.gov. on/or before 05 February 2009. A Site Visit will be held on or about 17 February 2009. This solicitation will be conducted u! sing source selection procedures based upon price and other factors. Award will be based on the basis of Best Value to the Government, price and technical factors considered. A Indefinite Delivery / Indefinite Quantity (IDIQ) type contract will be awarded for a Base Period, starting 09 April 2009 through 08 April 2010; and Four Option Years, of 12 months each, for a total of not to exceed 60 months, if exercised by the Government. The contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide: maintenance, repair and construction of site facilities including, but not limited to, roads, pavements, pavement striping, sidewalks, curbs and gutters, drainage systems, bollards and environmental controls. This requirement is 100% Set Aside for competition among Small Disadvantaged Businesses. The North American Industry Classification Standard (NAICS) Code is 237310 Highway and Street C! onstruction, Except Elevated Highways Size standard for small business is $33.5 million.
