Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. The applicable North American Industry Classification Standard (NAICS) code is 336413. The small business size standard is 1000 employees. This acquisition has been designated as small business set-aside. The U.S. Army Aviation Applied Technology Directorate (AATD) intends to award a contract in the amount of $174,584.25. The following components and services are required for performance of this contract: thirty (30) Sensor System GPS Wide Area Augmentation System (WAAS) Antenna's (P/N S67-1575-137), the purchase and Night Vision Goggle (NVG) modifications to twenty-five (25) Garmin GI-106A (P/N 013-00049-01) and NVG modifications to twenty-five (25) Garmin 430Ws. AATD intends to enter into a contract on a sole source basis under the authority of Section 4202 of the Clinger-Cohen Act of 1996. The intended source for these components and service is Aerodynamix, Inc (ADI), Euless, TX. ADI is the only known source with the unique capability to perform this task while meeting the required performance standard. The GI-106A and the GNS430W are currently not compatible with NVG operations performed by the military. ADI specializes in manufacturing and modifying total aircraft lighting and panel systems for NVG operations and has the expertise to modify the stated components to meet NVG compatibility requirements and retain the original equipment manufacturers (OEMs) warranties. AATD intends to award an order for Commercial Items (SF1449) on a firm-fixed-price basis to ADI. Delivery of these components is 8 weeks ARO and intended for AATD, Fort Eustis, VA. F.O.B Point is Origin. Inspection/Acceptance is Fort Eustis, VA. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I with their offer. The following FAR clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition without addenda; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The following clauses cited within 252.212-7001 apply: 52.203-3 Gratuities; 252.205-7000, Provision of Information to Cooperative Agreement Holders; 252.219-7003 Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan; 252.225-7001 Buy American Act and Balance of Payments Program; 252.225-7012, Preference for Certain Domestic Commodities; 252.225-7014, Preference for Domestic Specialty Metals; 252.232-7003, Electronic Submission of Payment Requests; 252.243-7002, Requests for Equitable Adjustment; 252.247-7023, Transportation of Supplies by Sea, and 252.247-7024 Notification of Transportation of Supplies by Sea. As previously noted the intended source of supply is ADI. Specifications, plans or drawings relating to this procurement described are not available and cannot be furnished by the Government. Proposals are due on 11 February 2009 1:00 p.m. EST. ADI is the only known source however, interested persons may identify their interest and capability to respond to the requirement and submit a proposal. All responsible sources that submit an offer will be considered. Alpha contracting methods with ADI will be utilized. A solicitation document is not available.
