Description
The National Cancer Institute (NCI), Advanced technology Center, plans to procure on a sole source basis a service contract for an Applied Biosystems/Applera API5000 mass spectrometer with Applied Biosystems, 850 Lincoln Centre Drive; Foster City, CA 94404. The North American Industry Classification System Code is 811219 and the business size standard is $7M. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). This purpose of this procurement is for the preventative maintenance and repair service of the aforementioned instrument. NIH is currently in lease option year 3 for the API5000 mass spectrometer instrument with DeLage Landen. It is necessary to have an active maintenance agreement that specifies twice yearly preventative maintenance including mass calibration, pump maintenance and specific cleaning of this instrument. This is a highly specialized analytical instrument used for the quantitative analysis of anticancer drugs in the biological fluids of children enrolled in ongoing clinical trials in the Pediatric Oncology Branch of the NCI. Precision of measurements and short down-times for scheduled maintenance and emergency repairs is critical. Contractor shall perform two (2) preventive maintenance inspections (PM) during the contract period. Technically qualified factory- trained personnel shall perform Service. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturers latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. Applied Biosystems/Applera is the sole responsible source that is capable of fulfilling the service contract on this sophisticated instrument. There is a high level of complexity regarding the mass spectrometer. Only Applied Biosystems/Applera certified service engineers who are employees of the company and are trained in all aspects of service to API5000 LCMS System are authorized to perform service. The warranty on the instrument and all parts and accessories is only guaranteed if the instrument is serviced by Applied Biosystems/Applera Engineers. Additionally, Applied Biosystems/Applera holds multiple patents on this instrument and it is a sole source for all replacement parts and accessories needed regarding service. The parts of the instrument require special handling and this handling needs approval of Applied Biosystems/Applera to get the warranty replacements. In addition, Applied Biosystems/Applera is constantly upgrading this instrument with newer versions of the software and hardware. The proprietary Applied Biosystems/Applera software operating and controlling the instrument is constantly being upgraded and performance of these upgrades can only be done by qualified Applied Biosystems/Applera service engineers. The service contract is quintessential for normal function of the heavily used system. Period of Performance shall be from award through ten (10) months. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11am ET, on February 19, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
