- Non-personal services. The Contractor shall furnish all facilities, labor, services, and supplies (not otherwise furnished by the Government) necessary to perform course development and instructional services for Course 306 for the United States Army Corps of Engineers Learning Center (ULC) in accordance with the Governments requirement. This course is entitled Conflict Management. The purpose of this course is to convey the knowledge and hands-on experience which makes dispute prevention and resolution a part of each Corps of Engineers manager's tool kit for effective decision-making. The skills developed in this course should be applicable to every aspect of the work of the Corps. This course is relevant to managers in all divisions within Major Subordinate Commands including, but not limited to, operations, construction operations, planning, engineering, personnel, real estate, resource management, and equal employment opportunity. The course should enable managers to address the types of conflict encountered in project management, regulatory functions, negotiating local cooperative agreements, managing operations and finances, base closure, and in the Superfund/DERP responsibilities of the Corps. It is desired that course participants learn about the variety of Alternative Dispute Resolution (ADR) techniques and how to head off potential disputes or mitigate conflicts when they occur. The Contractor shall provide course instruction in various CONUS locations and at least one OCONUS location. The first session of instruction is scheduled for 06 April 2009 and sessions are currently scheduled for May 2009 and June 2009. The only confirmed OCONUS session to date is scheduled for 20-24 April in Westerberg, Germany. North American Industrial Classification System (NAICS) Code 611430 is applicable to this acquisition. Contract award will be made on a Best Value basis. Award of a Firm-Fixed Price (FFP) contract will be made. Services will be solicited and awarded as a Commercial Item using FAR Part 13 Simplified Acquisition Procedures. The proposed award will consist of one base period of performance and up to four optional periodS of performance. Any parties interested in this requirement are encouraged to register as an interested vendor. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. The purpose of this announcement is to determine the existence of qualified small business concerns so that the Government will be better able to determine whether a set aside is proper. Any responsible sources may submit a capability statement in response to this source sought announcement. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
