Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with Gatan, Inc., of Pleasanton, California, for the acquisition of a High Resolution and High Performance Electron Energy Loss Spectrometer Detector System for FEI Titan 8-300 STEM to be used by the Metallurgy Division at NIST, Gaithersburg, Maryland. *****Sole source determination is based on the need to maintain compatibility with pre-existing hardware and licensed software components. Gatan, Inc. is the only contractor that has demonstrated the ability to manufacture and provide an EELS System compatible with a 300 kV scanning transmission electron microscope (STEM) and CCD instrumentation and can meet the following functional requirements: The EELS system must have an operating range from 80 kv to 300 kV, a cooled CCD based readout of at least 1024 pixels by 100 pixels, 16-bit data capability with multiple gain settings, have energy dispersion range from 1 eV per channel to 0.05 eV per channel, have maximum frame rates of at least 200 frames per second, have exposure setting range of 1 msec to 1 hour, integrate with and control the STEM scan generator system, provide for Spectrum Imaging / Mapping data collection and rapid quantitative analysis, accept input from auxiliary detectors such as bright field, dark field, high angle annular dark field detector, and X-ray energy dispersive detectors, and have energy and current drift compensation as well as specimen drift compensation. The EELS system must have automatic spectrometer focusing and AC field compensation, automatic location and alignment of the zero loss peak, automatic energy scale calibration, and automatic exposure optimization. The EELS system must be controlled automatically via a Windows-based software platform capable of saving data in an open format. The EELS system must mount on the bottom flange of a Gatan Model 894 UltraScan CCD camera assembly mounted on an FEI Titan 80-300 STEM and provide X-ray shielding to allow safe operation at 300 kV, as well as be interoperable with the existing STEM and CCD instrumentation (vacuum and cooling systems, etc.). Therefore, Gatan, Inc. is uniquely qualified to provide the required High Resolution and High Performance Electron Energy Loss Spectroscopy Detector (EELS System). Gatan, Incorporated is the only known vendor capable of providing the required EELS System. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by February 20, 2009 will be considered by the Government.
