- Description
- USAID/CAR Regional Mission intends to issue a solicitation for one cost-reimbursement fixed fee contract for an Agricultural Development Project to be implemented in Tajikistan. The period of performance is anticipated to be three years, beginning on or about July 31, 2009. The overall goal of this program is to increase the productivity of traditional agricultural crops and expand agricultural profitability. The approach will address basic needs in food insecure areas and have enough flexibility to support post-harvest processing wherever needed and feasible. The program’s activities will be focused in western Khatlon, Sughd region and districts in proximity of Dushanbe. Western Khatlon is geographically isolated and the least developed part of the country with high concentration of poverty and cotton debts. As cotton is a traditional crop in the region it is essential to offer farmers opportunities to expand their knowledge in agricultural techniques and markets to assist them in increasing production of food crops primarily to address food security issues. The region also has a competitive advantage with its warmer climate and shorter winter making it suitable for production of high value crops such as lemons, watermelons and melons, onions and others. The Fergana Valley area in the Sughd region and the surrounding districts of Dushanbe have stronger productive potential to respond to market-driven opportunities and compete in local markets in order to reduce food imports and expand the existing export market. Activities in these regions will focus on improving the quality, processing and marketing of produce and commodities. The activity may also be implemented in other regions of the country such as the Rasht Valley. The contractor will work with the private sector to expand and improve production and to add value for local and regional markets through: a) Work with private sector input suppliers and farmers to expand access to inputs such as fertilizer, seeds, equipment and livestock, to increased productivity. b) Work with private financial institutions (or suppliers/processors if appropriate) to improve the access of farmers to finance (inputs). c) Work with key private sector counterparts (farmers and processors) to identify and introduce improved practices for grading and sorting, improved packaging and more effective branding. d) Work with key private sector counterparts to identify and introduce improved practices for processing and implementation of quality standards and certifications. e) Work with key business service providers and trade associations to enhance their effectiveness in supporting increased agricultural production and sales. Proposals will provide a clear set of illustrative, sequenced, and prioritized list of activities that clearly show how implementing their proposed technical approach will contribute to: •Improving access to agricultural inputs •Improving access to credit (including leasing, inputs) •Expanding sales •Increasing investment •Adoption of productivity enhancing technologies and techniques •Implementation of quality standards and certifications Only organizations/companies registered in Tajikistan will be eligible for award as prime contractor. USAID strongly encourage interesting organizations/companies to start the registration process. The estimated cost of the contract over the three year period is about $9.5 million. It is anticipated that RFP for this work will be issued on/about April, 2009 and that award will be made on or before July 31, 2009.
