Description
The U.S. Army, Army Contracting Command, Joint Munitions and Lethality Contracting Center, Pictinny Arsenal, NJ on behalf of the Project Manager for Close Combat Systems (PMCCS) has a requirement to procure the XM104 Non-Lethal Bursting Grenade (NLBHG). The contractor shall fabricate, test, package and deliver the XM104 Non-Lethal Bursting Grenade (NLBHG) in accordance with the requirements delineated in the Statement of Work (SOW) and Performance Specification. It is anticipated that the Government will issue a Firm-Fixed Price, five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract for this acquisition. The Contract will contain quantity ranges for each of the five years. The contractor will be required to deliver a minimum of 2,000 grenades per month with a maximum production rate of 210,000 grenades per year. The U.S. Army intends to satisfy this requirement for the above through limited competition base on Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C 2304(c)(3), as implemented by FAR 6.302-3 (a)(2)(i), Industrial Mobilization, restricting this requirement to the National Technology and Industrial Base (NTIB). FAR 6.302-3(a)(2)(i) is considered applicable to this effort as limiting competition of these items to the NTIB will maintain critical production capabilities of firms in the United States and its outlying areas. This NTIB restriction has been placed on these items to maintain the capabilities for the production and handling of fuze, detonator and primer components within the NTIB. The Government intends to conduct Industry Day to discuss the XM104 Solicitation and Performance Specification on March 19, 2009. The day will be held at Building 64S Picatinny Arsenal, NJ 07806. Advanced registration for Industry Day is required. Registration and Industry questions must be submitted to Tim Cassidy or Stephanie Resch by 1500 hrs on Thursday March 5. Each company may register up to five (5) personnel to attend Industry Day. Registration must be accomplished by sending a letter on company letterhead with the first and last name of each of the companys attendees (no more than five). Your signed letter may be sent to Tim Cassidy or Stephanie Resch JM&L LCMC, ATTN: CCJM-CC, Bldg 9, Picatinny Arsenal, NJ 07806-5000. Responses can also be submitted via email to tim.cassidy@us.army.mil or stephanie.resch@us.army.mil. Interested sources may request the XM104 Performance Specification prior to the release of the Solicitation. The XM104 Performance Specification has been labeled Distribution Statement X: Distribution authorized to US Government agencies and private individuals or enterprises eligible to obtain export-controlled technical data in accordance with DoDD 5230.25; 23 January 2009. Controlling DoD office is U.S. Army PM-CCS, SFAE-AMO-CCS, Picatinny, NJ 07806-5000. All requests for this Performance Specification must include a completed copy of DD Form 2345, Military Critical Technical Agreement. Additionally, interested parties must also submit an AMSTA-AR Form 1350, Technical Data Request Questionnaire. These forms will be reviewed and evaluated prior to release of the Performance Specification. Interested parties should request a copy of the forms and submit their request for the Performance Specification for processing to the points of contact listed below. The Request for Proposal will be available for download approximately 20 February 2009 at http://procnet.pica.army.mil by clicking on Business Opportunities, click on solicitations, scroll down to W15QKN-09-R-0371, open the notice, and at the bottom of the page click download solicitation.
