Description
NASA Goddard Space Flight Center (GSFC) plans to issue a Draft Request for Proposal(DRFP) NNG09239572J for the Earth Observing System Data and Information System (EOSDIS)Evolution and Development (EED). The Earth Science Data and Information System (ESDIS)Project is a part of the Earth Sciences Projects Division under the Flight ProjectsDirectorate. This effort will provide for development and sustaining engineering ofsoftware and hardware systems to facilitate science data management for the Earth ScienceData Information Systems project; including (but not limited to) the EOSDIS Core System(ECS), currently deployed at three data centers, and the Earth Observing System (EOS)Clearinghouse, which provide middleware for search and order of EOS data. Thissolicitation is being released for your consideration and comment on or about one weekafter its release. The final date for comments will be specified in the DRFPintroductory letter. This DRFP is for information and planning purposes. No proposal isrequested, and no contract will be awarded as a result of this DRFP. Potential Offerorsare invited to comment on all aspects of the solicitation, including the requirements,proposal instructions, and evaluation approach. If your comments include recommendationsfor revisions, you must provide your rationale for such revisions. The overall scope ofthis effort is to continuously improve the reliability, availability, and functionality,operability, and performance of the hardware and software systems within the EOSDIS whilereducing operational and maintenance costs. The Government anticipates a transitionperiod of no longer than 90 days.The SIC Code and Size Standard are 541512 and $23 million, respectively. Subcontractinggoals are established as follows: Total Small Business 14%, Small Disadvantaged Business11%, Women Owned Small Business 4.5%, HBCU/M.5%, HUBZone Small Business.5%, VeteranOwned Small Business 7.5%, and Services Disabled Veteran.5% (these rates all notaggregate of each other). Award of a Cost-Plus-Award-Fee, indefinite delivery,indefinite quantity contract is anticipated. Eligible large business prime contractors, not included on the List of Parties Excludedfrom Federal Procurement and Nonprocurement Programs, who have at least one activesubcontracting plan, and who are approved as mentor firms may enter into agreements witheligible entities to provide appropriate developmental assistance to enhance thecapabilities of these protgs to perform as subcontractors and suppliers. TheMentor-Protg program will be used as an award fee incentive if proposed per NFS1918.72. This program is designed to incentivize NASA prime contractors to assist smalldisadvantaged business (SDB) concerns, Historically Black Colleges and Universities(HBCUs), minority institutions (MIs) and women-owned small business (WOSB) concerns, inenhancing their capabilities to perform as NASA contractors and subcontracts, foster theestablishment of long-term business relationships between these entities and NASA primecontractors, and increase the overall number of these entities that receive NASA contractand subcontract awards.An ombudsman has been appointed.
