Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to Themis Computer Incorporated, 3185 Laurelview Court, Fremont, CA 94538 for the acquisition of three (3) RES-32DCX Rugged Enterprise Servers (PN: 535-L1J262811-5AW0000) to support fleet repair parts. The servers will be used on the Navigation, Command and Control System (AN/SSN-2(V)5). This procurement is sole source for the following reasons. Themis Computer Incorporated is the sole manufacturer of these servers. Currently, drawings or specifications are not available. The AN/SSN-2(V)5 system has already gone through and passed environmental and shock testing with this part installed. Once a system is certified, nothing can be altered without further testing and approval from the Program Office. NSWC PC has been assigned as the In-Service Engineering Activity and tasked to procure spares in support of the Naval inventory control point in order to support fleet! failures; so, time is an issue. Using alternate equipment would prove costly in time and dollars to the government and to the mission. Use of another system may change or introduce new parameters that may be harmful to the AN/SSN-2(V)5 system. Therefore it is imperative that the servers are acquired from Themis Computers. The Request for Quote (RFQ) number is N61331-09-T-9506. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 33411 with size standard of 1,000 employees. The order shall be firm fixed priced with an expected delivery date on or around 1 Apr 2009. The expected award date will be on or around 13 Feb 09. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at http://nswcpc.navsea.navy.mil/contracts/ztable/open_actions.html. Vendors should regularly access the NSWCPC web site to ensure that they have downloaded all amendments.
