Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase fuel cells in accordance with below description. The North American Industry Classification System code is 335999. This requirement is 100 percent set-aside for small business and FAR 52.219-6 Notice of Total Small Business Set-Aside (JUL 1996) is applicable. This requirement is being processed under Simplified Acquisition Procedures (SAP). The contract shall be a firm fixed priced contract. FOB Destination, Dahlgren, VA shall apply. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The synopsis number is N00178-09-Q-1097 and is a Request for Quote. DESCRIPTION: Vendor shall provide 18 man wearable methanol fuel cells with 25W continuous output at 16.8V. The 72 hour runtime weight with fuel at 20W load must be less than 10 lbs. System volume must be less than 200 cu in. Operational temperature must be at least 0 to 35 C. Startup time must be less than 30 minutes from a cold start. Fuel must be in a tamper proof cartridge. Vendor shall supply 25 cables, at least 2 feet in length, unterminated at one end and the appropriate connector for the fuel cell at the other. Vendor shall provide 1000 hours of runtime or greater or a 1 year or greater system warranty. Vendor shall supply enough fuel for 72 hours at 20W load for each of the 18 systems. Vendor shall supply a pouch with MOLLE compatible straps for mounting each system to standard military gear such as packs and vests.
