Description
The United States Agency for International Development, Regional Services Center (RSC) intends to issue a Request for Proposal (RFP) on behalf of its client Mission, USAID Bosnia and Herzegovina in anticipation of a cost-reimbursement completion contract to implement a three-year plus one-year option program entitled the Fostering Agricultural Markets Activity (FARMA). Under the planned activity, The United States Agency for International Development (USAID) and the Swedish International Development Cooperation Agency (Sida) seek to provide technical assistance and/or services to expand environmentally sustainable production, processing and sales of value-added agricultural products in Bosnia-Herzegovina through the implementation of this three year program. Each donor has agreed to contribute $7 million over the three-year plus one-year option life of project for a total of $13.2 - $14 million (subject to congressional and parliamentary appropriations). FARMA will assist BiH agriculture producers and processors to improve their ability to withstand pressures emanating from the Central European Free Trade Agreement (CEFTA) and EU (European Union) accession process, and also to enable ag-businesses to capture opportunities in domestic, regional and EU markets emanating from activation of CEFTA and the EU accession process. FARMA will provide targeted, demand-driven support to farmers, cooperatives, market integrators and food processors and help address constraints along the entire value chain in selected sub-sectors. In addition, FARMA will provide private sector -identified and -driven policy assistance in cooperation with farmer-associations, cooperatives and SMEs, fostering a better policy environment for market-efficient agricultural production and food processing in BiH. The two bilateral donors of Sweden and the United States, have agreed to a Joint Financing Arrangement (JFA) for FARMA. USAID will carry out procurement steps to competitively select an implementer, and will conduct contract administration on behalf of the two donors. Both donors will be engaged in strategic management and oversight of FARMA. Although USAID will have the direct relationship to the contractor and is charged with contract administration, the donor ownership over project strategy and implementation is equal and shared among the two donors. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. Firms or organizations and subcontractors whose their source, origin and nationality is in countries party to the WTO Government Procurement Agreement (GPA) and the cooperating country of Bosnia and Herzegovina, are eligible to compete. At this time, 39 countries, including European Union (EU) member states and the United States, are parties to the Agreement. USAID encourages the participation to the maximum extent possible of U.S and non- U.S. firms, small business concerns, small disadvantaged business concerns and women-owned small business in this activity as prime contractor or as subcontractor. Interested firms can register and use the Interested Vendor List (IVL) accessible on the FedBizOpps page so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $7 million. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. The solicitation is posted herewith at FEDBIZOPPS web page (www.fedbizopps.gov). Requests for other copies of the RFP will be disregarded without notice to the requestor. No phone requests will be accepted, no RFP will be available for pick-up, and no walk-ins will be allowed. Please do not contract USAID/BiH. All communication must be through this office. The release of this notice in no way obligates USAID or the US Government to release an RFP or make an award of any type.
