- This acquisition is proceeding as a Competitive UNRESTRICTED, Request for Quotation (RFQ). This procurement will be conducted under FSC CODE: G003, SIC CODE: 7032, NAICS Code: 721211. The size standard for this code is $7,000,000. All questions should be directed to the Contracting Specialist, Fan-Wa Wong, at (415) 503-6949, FAX: No.: (415) 503-6694, e-mail FanWa.Wong@usace.army.mil Estimated Cost Range (Base Year plus 1 Option Years) is LESS than $25,000.00 JOB DESCRIPTION: Provide resident Campground Attendant services at the Chekaka campground facilities for Lake Mendocino. The Campground Attendants shall provide all personnel, supplies, equipment and vehicles, except as otherwise specified, to perform these services. The resident Campground Attendants can provide and reside in a self-contained recreational vehicle and live in the park during their work assignment. There is one Campground TEAM Attendant position to be awarded to a team of two adults. It is the responsibility of the park attendant(s) to ensure adequate service and coverage of their responsibilities to the public. Prior approval of the Park Manager and Contracting Officer is required for Campground attendants to hire sub-contractors in their place. Duties will include, but are not limited to, registering campers, checking in persons with reservations, collecting camping fees from newly registered campers, opening and closing access gates, and issuing permits for second vehicles to be parked on campsites. Since the Contractor is responsible for collecting a variety of user fees, the team shall be required to obtain a fidelity bond in the amount of $10,000 before an award can be issued. Performance period for the Base Year begins on May 1, 2009 through September 30, 2009. Performance period for the First Option Year, should the government chooses to exercise the option, begins on May 1, 2010 through September 2010. Evaluation and Source Selection: Basis for Selection: A Purchase Order (an award) shall be issued to the contractor(s) who offers the best value to the Government, based on a combined assessment of the competing price and candidate qualifications. The selection of the contractor offering the best value to the Government shall be made by the Contracting Officer. Proposal Evaluation: In accordance with the SF 18, Request for Quotations, the quotations shall be evaluated based on the following evaluation factors, which are listed in descending order of importance: 1. Prior Experience (most important) 2. Past Performance in Govt contracting work 3. Professional References (least important) Price Proposal Evaluation: The price proposal shall be analyzed by Contracting for reasonableness and balanced pricing. It may also be analyzed to determine whether it is realistic for the work to be performed and reflects a clear understanding of the Government's requirements. Note to applicants: In providing your Unit Price for the Base Year and Option Year One, please understand the hourly labor cost/price will need to cover the combined labor services of 2 adults for the TEAM Attendant position. All FRQs will be due no later than 27 February 2009 / 5:00 pm PDT. The specific date and time will be identified in the solicitation. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the IFB is issued.
