Description
The U.S. Army Intelligence and Security Command (USAINSCOM) anticipates the need to acquire services for native language qualified research analysts who provide research and linguistic support services, including the systematic identification and collection of Internet-based information and other data germane to the approved collection focus. All analysts must be aware of nuances in the targets' cultures in order to fully understand communications and their context and implications. Native speaking is defined as being able to conduct written and spoken communications in a real time environment without the aid of translation materials. This includes the use of idiomatic expressions, slang, regional slang, and the use of cyber jargon/word abbreviations that are used in communications. The contractor will also provide translation and reporting of collected material. All contractors will work in a government-provided facility. Based on the information provided, interested firms are requested to submit a response in the form of a capabilities statement of no more than five (5) pages (on one side, 8 by 11 size paper, 12 point Arial Font). The capabilities statement must provide a cover memorandum stating vendor point of contact, business size, CAGE Code, facility clearance level, and research analyst clearance level. Submissions via email are preferred. Direct emails to bethany.r.rossman@us.army.mil. Emails must be received no later than close of business 17 February 2009. Written responses must be postmarked no later than 17 February 2009 and should be direct to: HQ USAINSCOM, DIRECTORATE OF CONTRACTING, ATTN: IAPC-DOC (John Isgrigg, Contracting Officer), 8825 Beulah Street, Fort Belvoir, VA 22060-5246. The release of this notice in no way obligates INSCOM to release a RFP or make an award of any type.
