- This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide speech recognition training services and onsite management functions within the Medical Record Department's existing organizational and Technological structure including utilizing the transcription platforms provided by the NIH, Clinical Center. The Clinical Center’s Medical Record Department (MRD) is responsible for providing transcription services for a variety of specialized medical reports related to patients’ inpatient hospital admissions, day hospital visits, outpatient clinic visits, ambulatory surgery and other complex diagnostic medical studies. Such reports are categorized into four groups including medical reports, diagnostic reports, and letters to outside physicians. The NIH, CC, MRD is seeking a vendor to provide speech recognition training services and onsite management functions within the department’s existing organizational and technological structure. The contractor must be able to immediately provide speech recognition training services utilizing the transcription platforms provided by the NIH, CC, MRD including immediately capability to establish any interfaces as necessary. Speech recognition training and associated medical editing/transcription services for reports and letters will be conducted on the NIH-supplied 3M ChartScript.net transcription platform. The MRD requests that the vendor integrate the capability for back-end speech recognition into the dictation-transcription process during an initial three to six month transition period following award. As such, dictation must be passed through 3M’s back-end speech recognition service (SyncStream), presented in 3M’s ChartScript.net application for editing by the vendor, and finalized for review by the dictating clinician within established turnaround times. Additionally, the NIH, CC maintains strict controls over its information technology architecture and as such requires that all connections and data communications occur via an encrypted VPN connection. Payment for services will be accomplished via a unit cost per line of transcription. The MRD will require the vendor to provide a full-time on site staff person upon award of this contract to assist the NIH medical staff and serve as the primary liaison between the speech recognition service, medical staff, and the MRD. This individual is required to have a minimum of five years of Health Information Management related experience specifically in the area of speech recognition, transcription, medical editing, and dictation services. Additionally, the contractor shall have a management level individual with specific experience related to speech recognition service implementation, training and medical editing responsibilities for a minimum of five years. This management representative shall be onsite regularly to communicate with MRD project officers regarding these services as well as coordinate any necessary activities and resolve any problems related to the speech recognition service. The contractor must have all medical editing and transcription staff on board and fully trained with experience using the software applications utilized in the NIH, CC, MRD transcription and report editing processes prior to award. All work must be based out of and completed within the United States, with no overseas transcription/editing permissible. To respond to this sources sought/market survey notice, and to indicate capability of performing services outlined above, vendors must minimally provide information related to the following: 1) specific transcription platforms and/or speech recognition software supported and utilized by the company; 2) qualifications and resumes of all management personnel; 3) qualifications and resumes of proposed on-site staff and on-site management requirements; 3) qualifications and resumes of all medical editors and transcriptionists; and 4) overview of information technology security architecture incorporated in the company’s current structure. Additionally, the capability statement should identify the Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR).
