Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Group (CPSG) intends to award on a sole source basis, a Firm-Fixed Price Requirements Contract containing a one- year base period and one-year option period to provide the necessary facilities, resources, materials, services and personnel to repair approximately 64 Pegasus Hardware Cryptographic Processor (CP) Modules (E-HKT) to the Original Equipment Manufacturer (OEM), Sypris Electronics LLC, 10901 N. McKinley Dr, Tampa FL 33612-6455. The E-HKT COMSEC modules were developed by the OEM as proprietary products and received NSA authorization as Type-1 CRYPTO under the NSA Commercial COMSEC Endorsement Program (CCEP). The Air Force does not have complete technical data or technical expertise to compete this requirement. The lack of complete specifications, schematics/drawings and parts lists prohibits the use ofFull and Open Competition procedures. Sypris Electronics is the only vendor authorized by NSA to repair the E-HKT modules, as well as the only vendor with the requirement engineering knowledge, expertise and the complete drawing package to accomplish the required Government services. The Government intends to solicit and negotiate with only one responsible source IAW 10 USC 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within 15 days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned. See Note 22. See Note 26.
