Description
This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this SS is to identify qualified small business concerns including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB) that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NCI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. THIS IS STRICTLY MARKET RESEARCH. The Surveillance Research Program of the National Cancer Institute's (NCI), Division of Cancer, Control, and Population Sciences (DCCPS) is seeking capability statements from all eligible Small Businesses as stated above, under NAICS Code # 541712 with a size standard of 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to maintain a SEER quality, cancer registry in the state or local catchment area where they are located. Currently there are fourteen (14) institutions that operate SEER Registries. In order to be eligible to be a SEER Registry, an organization must be identified by the State Legislature in the state in which the organization resides. Further, the State Legislature, where the organization is located, must have passed a state law (bill) that designates that organization to collect and report on population-based cancer incidence, treatment and survival data on all patients within the catchment area defined in the State Law. The offeror must demonstrate their ability to maintain a cancer information reporting system for the specified coverage area. The Offeror shall identify and register all cancers diagnosed in residents of the coverage area. The cancer patients shall be identified from hospitals, nursing homes, pathology laboratories, and all free-standing medical facilities where cancer is diagnosed and treated. The offeror must also demonstrate their ability to acquire death certificates of residents dying in or outside their coverage area, where cancer is listed on the death certificate, as well as residents diagnosed with cancers outside the coverage area. The offeror shall collect data in sufficient detail so that each cancer can be classified and coded in accordance with written procedures (e.g., code manuals) specified by the NCI SEER Program staff. This shall include extent of disease and first course of cancer-directed therapy on all patients in the catchment area diagnosed in the first full year of data collection and throughout all stages of the disease. The offeror shall demonstrate their ability to maintain and update a data processing system which shall allow processing of all incoming data, perform basic data edits, update patient and tumor specific information, and facilitate preparation of the SEER data submissions to NCI. The offeror must demonstrate their ability to conduct quality control of all data in their registry including how they would re-abstract samples of hospital medical records; and providing for review of various sources of case identification in all medical facilities where cancers diagnosed in residents of the coverage area may be diagnosed and/or treated including pathology logs, diagnostic indices, radiotherapy schedules, and autopsy reports to insure that all cancer cases are being reported. The offeror must demonstrate their ability to ascertain at least 98% of all cancer cases in the coverage area where they propose. Interested qualified small business organizations should submit a tailored capability statement, not to exceed 20 single-spaced pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Besides the capability statement described above, the offeror shall submit a copy of the state law that authorizes them to collect data on all cancer patients in their state or catchment area. The law should be in the original format as passed by the state legislature and signed by the Governor. The submission of this law does not count against the 20 page limit of the offeror's capability statement. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Charles Lerner, Contracting Officer, at Chaz@nih.gov in either MS Word, WordPerfect, or Adobe Portable Document Format (PDF), by March 2, 2009, 2:00PM, EST.
