- NASA/JSC has a requirement for Crew Exploration Vehicle (CEV) Cockpit PrototypingPhase 3 research and development (R&D). The objective of the Phase 3 work is to providehuman machine interface R&D for defining CEV cockpit layout requirements, displays, andcontrols rapid prototyping using iterative interaction. The Government intends to awarda follow-on contract to the CEV Cockpit Prototyping Phase 1 and Phase 2 Contracts. Thisacquisition will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract. The period of performance is planned for May 1, 2009, through April 30, 2012, with two1-year options for performance through April 30, 2014.The CEV Cockpit Prototyping Phase 3 R&D tasks are an extension of work completed duringPhases 1 and 2. Interested parties shall be able to further develop the tools andconcepts created during previous phases seamlessly utilizing ideas and lessons learnedfrom three previous NASA R&D projects-- X38/CRV Human Machine Interface R&D, the AdvancedCockpit Evaluation System, and the Sensor Fusion Project.NASA/JSC intends to purchase the items from Aerospace Applications North America (AANA),Houston, TX. AANA is the CEV Cockpit Prototyping Phase 1 and Phase 2 contractor and hascontracted with NASA on the three aforementioned R&D projects. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.See note 22. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
