Description
301 Fighter Wing at NAS JRB Fort Worth plans to issue a combined synopsis-solicitation for a study/assessment and replacement of HVAC systems in two facilities. The HVAC systems service an administrative building of 31,189 sq feet and Aircraft Hanger of 60,490 sq feet. Both systems are at the end of service life, exceeding 40 years of age, with obsolete and heterogeneous equipment that is economically inefficient and beyond modification This procurement shall be conducted using the two-phase design-build selection procedures set forth in FAR Subpart 36.3. A single solicitation shall be issued covering both phases. Proposals will be evaluated in Phase 1 to determine which offerors will submit proposals for Phase 2. Phase 1 evaluation factors will include: technical approach (but not detailed design or technical information); technical qualifications (specialized experience, technical competence, capability to perform and past performance. After evaluating Phase 1 proposals, the Contracting Officer shall select the most qualified offerors (not to exceed three) and request that only those offerors submit Phase 2 proposals. Phase 2 of solicitation shall be prepared in accordance with FAR Part 15 and include phase 2 evaluation factors. Phase 2 requires submission of technical and price proposals, which shall be evaluated separately. Technical evaluation factors include: design concept; management approach; technical solutions, and Key personnel. Two contracts will be awarded, one for each facility, using FAR Part 15 procedures. The Government intends to evaluate proposals and make award without discussions. Award type shall be firm-fixed price construction contract. This shall be an unrestricted acquisition, issued under FAR Part 19.10 guidance. The North American Industry Classification System (NAICS) code is 238220. Solicitation issuance is anticipated on or about 16 February 2009. Prospective offerors will be able to obtain an electronic copy of the solicitation by forwarding an email to the point of contact identiifed. All interested parties are invited to submit a proposal for consideration by this office. A site visit will be scheduled and attendance is expected inorder to receive serious consideration. Participting firms should be experienced electrical/mechanicl contractors with experience in the assessment, design and installation of HVAC systems and associated apprutenances in large facilties.
