- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W90KMT-9005-6001 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 14 February 2009, 1:00 p.m. Oregon Local Time. The RFQ will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 812320. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes to procure the following supply or services: SUBSTITUTIONS NOT ALLOWED STATEMENT OF WORK The contractor provides all equipment, material, labor, supervision, supplies, and items necessary to support the Oregon Army National Guard's Pre-Mobilization Training conducted at Camp Roberts, CA for the following: 0001 LAUNDRY FACILITY Provide Fifty Four (54) commercial duty clothes washers, Fifty Four (54) commercial duty clothes dryers, ten (10) folding tables, suitable number of standard or on-demand water heaters capable of supplying all washers with warm water, and eight (8) trash cans. Above services must be placed and functioning not later than 26 March through 4 May 2009. The Contractor is responsible for all washers/dryers maintenance/operational ability and responds within two hours of a service/repair call. The Contractor provides all leveling equipment (plywood or pallets) for washers and dryers. Contractor responsible for building a laundry facility (trailers or tents) including power generation, lighted work space, stairs into any elevated work area (trailer), plumbing of fresh water into facility, plumbing of grey water to in ground septic/sewer system (provided and requires military installation environmental approval), all fuel for power generation system. Facility routine cleaning includes: floors swept, trash removed, lint traps cleaned, soap scum removed from wash basins and facility may be shut down for a maximum of two hours per day (during off peak hours) for maintenance. Placement follows: Camp Roberts, CA 93451 = three (3) Laundry facilities with Eighteen (18) washers and Eighteen (18) dryers at each facility or any washer / dryer combination equaling fifty four (54) total washers and dryers. Facility hours will be 4:00 PM- 10:00 PM Potable water is available and a grey water dumping site is available, vendor to provide approximately 500 feet of hose to dump grey water. Trailers or tents are acceptable. The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
