W9128F-09-S-S004---THIS IS A REQUEST FOR INFORMATION (RFI) RESTRICTED TO SMALL BUSINESS, ISSUED FOR FIRMS HAVING EXPERIENCE AND CAPABILITIES IN VALUE ENGINEERING. OFFERING SMALL BUSINESS FIRMS HAVING A CERTIFIED VALUE ENGINEERING SPECIALIST ON STAFF ARE ENCOURAGED TO RESPOND. INFORMATION GATHERED WILL BE USED FOR PLANNING PURPOSES ONLY. THIS RFI IS NOT a pre-solicitation Notice of Solicitation issuance. Response to this RFI is strictly VOLUNTARY and will not affect any firm or corporations ability to submit an offer if and when a solicitation is released. THERE IS NO BID PACKAGE OR SOLICITATION DOCUMENT ASSOCIATED WITH THIS RFI. It does not constitute a commitment implied or otherwise that a procurement action will be issued. NO entitlement to payment by the Government of direct or indirect costs or charges will arise from or be the result of the voluntary submission by offerors of their information. Any information submitted by interested offerors, considered by them to be proprietary must be properly marked. Properly marked proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. The purpose of this RFI is to gain knowledge of industry interest, offeror capabilities, and offeror qualifications of those interested and responding. Firms responding to this RFI should be able to meet installation security checks, have insurance and meet other regulatory requirements to gain access to military installations should a future solicitation announcement be issued. The Omaha District, U.S. Army Corps of Engineers, on behalf of the Value Engineering Division, is seeking information from small businesses through this RFI about potential small business sources interested and capable of providing value engineering services under the North American Industry Classification System (NAICS) code 541330, Architect and Engineering Services having a small business size standard of $4.5 Million Dollars. Small Business Sources interested in this RFI announcement as Value Engineering Service providers should have background, understanding and experience using the six (6) step job plan Value Engineering/Management procedures/process outlined by the Society of American Value Engineers (SAVE)(known as SAVE International) which is recognized and utilized by the U.S. Army Corps of Engineers (USACE). Responding firms should have a Certified Value Specialist (CVS) on staff or have access to a person certified as a CVS. The offeror should be able to supply a qualified Facilitator for VE Studies (preferably a CVS), who is well versed in the six (6) step job plan and possess a well rounded knowledge of Engineering and Construction applications. The offeror should be able to provide other specialists and/or knowledgeable persons in various engineering disciplines such as Architects, Electrical Engineers, Mechanical Engineers, Civil Engineers (Geotechnical, Environmental, Site Design/Roads, Hydraulic, Hydrologic, etc.). These specialists/engineering personnel should be familiar with the six (6) step job plan outlined by the Society of American Value Engineers (SAVE). It would be a benefit to the offeror to have the ability to provide additional specialists such as scientists (Biologists or Chemists) familiar with the Value Engineering/Management Methodology also. Further, it would be a benefit to the offeror to have engineering discipline personnel available that were familiar with USACE Engineering/Construction for Military Construction, Civil Works and HTRW type projects. Interested small business AE Value Engineering service providers should provide their responses, in a six (6) to ten (10) page document, demonstrating recent, within the past five (5) to seven (7) years, or specialized experience of the responding firm and any and all of its sub-consultants in: 1) The offeror should an understanding of the six (6) step job plan Value Engineering/Management procedures/processes outlined by the Society of American Value Engineers (SAVE)(currently known as SAVE International) which is recognized and utilized by USACE. 2) The Contractor should have a Certified Value Specialist (CVS) on staff or have access to a CVS. 3) The Offeror should be able to supply a qualified Facilitator for VE Studies (preferably a CVS) who is well versed in the six (6) step job plan and possess a well rounded knowledge of Engineering and Construction. 4) The offeror should be able to supply additional specialists/engineering personnel such as Architects, Electrical Engineers, Mechanical Engineers, Civil Engineers (Geotechnical, Environmental, Site Design/Roads, Hydraulic, Hydrologic, etc.). The additional specialists/engineering personnel to be supplied should be familiar with the six (6) step job plan outlined by the Society of American Value Engineers (SAVE). 5) It would be a benefit to the offeror if it could also provide additional specialists/engineering personnel such as scientists (Biologists or Chemists) who are familiar with the Value Engineering/Management Methodology. 6) It would also be beneficial to the offeror if it were familiar with USACE Engineering/Construction for Military Construction, Civil Works and HTRW projects. All voluntary small business firms responses to this RFI seeking consideration shall be mailed to the following address: U. S. Army Corps of Engineers, Omaha District, CENWO-CT-M (Vogt), 1616 Capitol Avenue, Omaha, NE 68102-4901. Offeror questions may be submitted by email to Mel.E.Vogt@usace.army.mil. Offeror submitted RFI information is required to arrive in hard copy at the address shown above in an original and two (2) copies no later than close of business March 10, 2009. Close of business is considered to be 4:30 PM CDT (Omaha Time).
