Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-09-T-0060. This acquisition is issued as a Request For Quote (RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. (iv) This acquisition is on an unrestricted basis for full and open competition. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, MIL-STD-461E Semi-Anechoic EMC Chamber and Control Room in accordance with the following specifications, QTY: One (1) Each. (vi) Description of requirements: SPECIFICATIONS FOR MIL-STD-461E SEMI-ANECHOIC EMC CHAMBER AND CONTROL ROOM The vendor shall provide two EMI chambers to provide a test environment specifically intended for MIL-STD-461E measurements. The chambers will be designed primarily for conducted emissions, conducted immunity, radiated emissions and radiated immunity testing of EUT up to 3 cubic feet; in accordance with MIL-STD-461E. One chamber will be used as a control room and the other will house the test article. Chambers shall meet the following specifications: Control Room & RF Chamber Shielding: Magnetic Field: 20 dB @ 1 kHz; 56 dB @ 10 kHz; 100 dB @ 200 kHz Electric Field: 100 dB from 200 kHz 50 MHz Plane Wave: 100 dB from 50 MHz 1 GHz Microwave: 100 dB @ 10 GHz Construction Material: 28-gauge Galvanized steel construction minimum of 28-gauge laminated to high-density particle and/or plywood board core. Wall fasteners and clamps must be plated to prevent corrosion. Floor Material: Vinyl floor tiles shall be applied with adhesives over steel surface. To maintain electrical isolation, a dielectric vapor barrier and dielectric underlayment must be placed beneath the shielded floor. Doors: Single-leaf 4 ft. x 7 ft. (1.21m x 2.13m) manually operated RF-shielded door including limit switch to accommodate interlock switch. The both chambers shall have right hand doors. Installation: Delivery and installation shall be performed by the manufacturer, in Building 4600 Lab 1281, Aberdeen Proving Ground, MD. Performance Testing: Chambers must be tested after installation and pass MIL-STD-285 at 1 GHz by the manufacturer. Manufacturer Quality Certification: Manufacturer must be ISO 9001:2000 registered. Manufacturer must be accredited by A2LA, NVLAP, CTIA (CATL), ISO 17025, APLAC, ILAC and EA. Semi-Anechoic Chamber: Size: RF-shielded enclosure with interior shield dimensions of 20 ft. x 20 ft. x 10 ft. Anechoic Foam Absorber: Pyramidal absorber shall handle MIL-STD 461 testing up to 300V/m power levels. The chamber will be fully lined on walls and ceiling. Absorbers shall be 100% tested by the chamber manufacturer for reflectivity performance using the Naval Research Lab (NRL) broadband swept frequency arch measurement method at 750 MHz - 6 GHz and 6 GHz - 18 GHz. At frequencies between 30 MHz - 500 MHz, testing must be performed according to IEEE Standard 1128. Foam must be fire retardant. HVAC Vents: 2 Waveguide air vents - 12 in. x 24 in. (305mm x 610mm) shall be located in the chamber ceiling Power Line connections: 4 minimum Dual-line UL listed 2x30 amp 50/60 Hz filtered power line connections shall be provided. Lighting System: Light source shall be fiber optic to reduce EMI. Connector panel and Cable entrance: The chamber manufacturer shall provide a connector panel with Type N connections. The Cable entrance shall be a 1-1/2 inch pipe penetration with threaded cap. Ground connection must be provided on the panel. Test Bench: A copper test bench to meet MIL-STD-461E shall be provided. The table must be grounded via braded copper cable. Bench shall include copper ground studs. Control Room: Size: RF-shielded enclosure with interior shield dimensions of 8 ft. x 10 ft. x 8 ft. HVAC Vents: 2 Waveguide air vents - 12 in. x 24 in. (305mm x 610mm) located in the chamber ceiling Power Line Connections: Minimum of 5 Dual-line UL listed 2x30 amp 50/60 Hz filtered power line connections shall be provided. Ethernet connections: 2 Filtered Ethernet connections shall be provided. Phone Connections: 1 Filtered phone connection must be provided. Lighting: 4 ea. RF suppressed fluorescent light fixtures shall be provided. Connector panel and Cable entrance: The chamber manufacturer shall provide a connector panel with Type N connections. The Cable entrance shall be a 1-1/2 inch pipe penetration with threaded cap. Ground connection must be provided on the panel. (vii) Delivery is required 90 days ARO. Delivery and installation shall be at Building 4600 Lab 1281, Aberdeen Proving Ground, MD. Acceptance shall be performed at Aberdeen Proving Ground, MD. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The technical response must include full system published specifications and/or product brochures for the main components of the system; the MIL-STD-461E test chamber and the control chamber. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The Offeror shall provide evidence that demonstrates the Offeror's proven experience in design, manufacturing, installation and testing all of the components for this project including; absorber, RF shielded enclosure, RF shielded doors, power line filters, and wave guide vents. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty terms and maintenance reputation included as applicable). Offerors shall include at least three (3) records of sales of the exact item or items very similarly produced from the previous six (6) months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. (x) Offerors shall complete the annual representations and certificates electronically at http://orca.bpn.gov or include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. Offerors shall include DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: None (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
