- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army INSCOM Technology Application Division (TAD) has a requirement to perform digital photography training for the intelligence and counterintelligence community with class sizes limited to 12 students per class. In order to maintain this service it is necessary to replace aging, outdated and damaged (as result of a 2006 fire) equipment with state-of-the-art gear that represents technology currently available on the market. Based on mission and operational requirements the selected camera to be used needed to have certain characteristics. It must be compact, rugged, high resolution, zoom and wide angle capabilities, usable video capability, LCD viewfinder, as well as an optical viewfinder and extended battery life. A market survey was performed to identify possible cameras that have these requirements and 4 potential candidates were identified, the Panasonic LX3, Nikon P6000, Ricoh R10 and the Canon GIO. A comparison of the characteristics of each of these cameras was performed and the Canon Powershot G10 proved to be the overall best candidate for our requirements. The G10 is an advanced compact camera possessing a rugged magnesium shell, 14.7 megapixel sensor, a 28 to 140MM lens with stabilized optics, 3 inch LCD with 460k resolution, optical viewfinder, 640 x 480,30 frames per second video capability and a 1050 mA Lithium-Ion battery capable of taking over 380 pictures. Based upon the results of this market survey it is recommend that 12 Canon Powershot G10 Digital Cameras along with 12 each of the following accessories, Canon TC-DC58D Tele Converters, Canon LA-DC58K Lens Adapters and Canon 430EX II/USA Speedlites be purchased to support TAD's Digital Photography Training requirement. The TCDC58D Teleconverter converts the focal distance of the G10 body lens to 196mm at the telephoto end when attached to the camera. In order to accomplish a conversion lens adapter, Canon LA-DC58K is needed to attach the teleconverter to the G10 Camera. The Canon 430EX/II/USA Speedlite will enhance the flash photography capabilities of the GIO. The speedlit is a powerful shoe-mounted flash with a fast recycling time.
