- It is the Government's intention to negotiate on a sole source basis with the Great Lakes Commission (GLC) to provide technical and administrative support to the U.S. Army Corps of Engineers Great Lakes & Ohio River Division (LRD). This contract will provide technical and administrative support to (1) Use Dredged Material for Great Lakes Restoration, (2) Facilitate Alternative Approaches to Sediment Management in Toledo Harbor, and (3) assist the Great Lakes Habitat Initiative Database efforts. (4) help with the administration of the Great Lakes Remedial Action Plans and Sediment Remediation program (RAP Support). The Contract is to provide technical and administrative support to the U.S. Army Corps of Engineers Buffalo District as a follow on to previous Great Lakes Commission efforts on the Great Lakes Regional Sediment Management Marketing Analysis to develop uses for dredged material for Great Lakes restoration projects, and facilitate approaches to sediment management in Toledo Harbor. This effort includes the Great Lakes Commission (GLC) coordinating with Federal, State and local organizations working with the Buffalo, Chicago, and the Detroit Districts within the LRD Great Lakes Ohio River Division. In regards to the Great Lakes Habitat Initiative Database efforts, the GLC will continue to maintain and update the database the GLC currently maintains, add additional detail to the projects database, link it to existing geospatial datasets available through collaborators to provide real time versions of web based tools. In order to implement the RAP Support program, extensive coordination is required with each of the eight Great Lakes states, RAP committees established by the states, and with Canadian provincial agencies that share responsibility for binational RAPs. This notice of intent is not a request for competitive proposals. However, all submittals received by the due date of Feb 17, 2009 will be considered by the Government. This notice represents the only official notice of such solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541690 and the small business size standard is 6.5 million.
