Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA.is seeking sources for one commercially available high resolution real time digital X-Ray system designed for inspection of electronics. The digital X-Ray system will be used for failure analysis investigations for the NAWCWD Materials Engineering Division. Sources are sought that can provide a digital X-Ray system with the following minimum requirements: open X-Ray tube with a minimum operating voltage range from 30kV to 160 kV, and a wattage of 20W minimum; must operate on single phase 110V or 208V AC; geometric magnification of 2000200X and a total magnification of 8,000X minimum; detail detectability/feature recognition of 250nm minimum; capability of accommodating samples up to 20" by 16" and 3 pounds; System must have a remotely operated inspection area of 15" by 18" minimum, with 360 degree rotation, and be capable of oblique angle viewing of 0-45 degrees minimum; System must be capable of viewing samples at maximum geometric magnification at 45 degrees minimum; Overall system footprint must not be larger than 72"x68" (WxD), and no taller than 80 inches. Image viewing requirements are as follows: the system must be ! capable of displaying x-ray images in real time, on an included monitor (17" minimum); the CCD camera must be capable of producing 2 megapixel images minimum, with at least 65,000 shades of grey; images must be able to be outputted in an uncompressed format (such as TIFF); system must be capable of capturing real time video and saving it in an uncompressed format (such as AVI); images and video must be able to be able to be outputted from the system by both usb connection and a CD or DVD burner. Safety Requirements are as follows: the X-Ray system must be completely shielded, with a leakage of less than 1 micro-Sv per hour; system shall have a key-actuated control to insure that x-ray generation is not possible with the key removed; system must meet all requirements of 21 CFR 1020 section 40 for cabinet x-ray systems; system shall have a permanent floor; radiation emitted from the cabinet x-ray system shall not exceed an exposure of 0.5 milliroentgen in one hour at any po! int five centimeters outside the external surface; insertion of any part of the human body through any aperture shall not be possible; each door of a cabinet x-ray system shall have a minimum of two safety interlocks. One, but not both of the required interlocks shall be such that door opening results in physical disconnection of the energy supply circuit to the high-voltage generator, and such disconnection shall not be dependent upon any moving part other than the door; each access panel shall have at least one safety interlock; failure of any single component of the cabinet x-ray system shall not cause failure of more than one required safety interlock; ground fault shall not result in the generation of x-rays. Delivery Requirements are as follows: delivery of system as described above; system delivery, installation and verification of all safety features; operation and maintenance manuals that shall include at least the following technical and safety information: Basic instrument operation; Potential, current, and duty cycle ratings of th! e x-ray generation equipment; adequate instructions concerning any radiological safety procedures and precautions which may be necessary because of unique features of the system; and a schedule of maintenance necessary to keep the system in compliance with this section; on-site operators training for a group of 10 NAWCWD employees, minimum of half day. Any firm believing that they can provide the Digital X-Ray System described above may submit a written response to be received by the Contract Specialist no later than 14 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the product and without causing programmatic hardship.
