- This notice is issued by the NASA/GSFC to post a Request for Information andStatement of Work via the internet, and solicit responses from interested parties. Thisdocument is for information and planning purposes and to allow industry the opportunityto verify reasonableness and feasibility of the requirement, as well as promotecompetition. Prospective offerors are invited to submit capability statements to:NASA/GSFC, ATTN: Suzanne K. Sierra-Bodmer, Code 210.3, Building 11, Room S215F, 8800Greenbelt Road, Greenbelt, MD 20771 not later than February 25, 2009. When responding,reference NNG09281303L. NASA is seeking capabilities from large businesses, as well as from small, smalldisadvantaged, 8(a), HUBZone, women-owned small businesses, veteran-owned,service-disabled veteran-owned, and/or Historically Black Colleges and Universities(HBCU) for the purposes of determining the appropriate level of competition for theElectrical Systems Engineering Services (ESES). Responses shall also include thefollowing (limited to eight (8) pages or less): name and address of firm, size ofbusiness, average annual revenue for past three (3) years and number of employees,ownership, business category as described above; number of years in business; affiliateinformation: parent company, joint venture partners, potential teaming partners, primecontractor (if potential sub) or subcontractors (if potential prime); and point ofcontact position, address and phone number. NASA is also seeking potential primecontractor feedback related to subcontracting opportunities and the goals associatedwith the small business categories listed above in the event this requirement issolicited on an unrestricted basis.Comments may be forwarded to Suzanne.K.Sierra-Bodmer@nasa.gov via electronic transmissionor by facsimile transmission (Fax number: 301-286-1720).This Request for Information (RFI) is not to be construed as a commitment by theGovernment, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
