- This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is to provide operations and maintenance (O&M) services for the Iraq Ministry of Interior (MOI) Advanced First Responder Network (AFRN). This scope also includes training the MoI personnel in the operation and maintenance of the AFRN system so that the MoI will be able to operate and maintain the system without vendor support. The AFRN is Iraqs Public Safety and Emergency Services Communication Backbone. The AFRN is installed and equipped in 15 of the major cities throughout Iraq and serves 65 percent of Iraqs population (over 18 million). Traffic includes around 1,400 emergency calls and 75,000 push to talk calls a day. AFRN is built on TETRA standards (Terrestrial Trunked Radio) which is an open set of standards developed by the European Telecommunications Standards Institute. The AFRN backbone is built with Motorola based TETRA technology known as DIMETRA; however the radios are SEPURA. Other system technologies include: ProCAD for mapping and dispatching, Frequentis for call taking, MotoLocator for GPS capability, Full Vision and Zone Watch for Network management. Some of the GDCs run on Procad v2.1 and some run on version 2.0. For purposes of pricing, the scope will be performed on government furnished equipment and in government furnished facilities. Costs should reflect the cost of performing responsibilities in Iraq, such as life support and security. Responses must include availability. All P and A should be itemized according to the following categories: Operations and Maintenance for TETRA system: Provide a Rough order of Magnitude (ROM) for services in the operations and maintenance of the AFRN. This scope includes repairing the mobile switch offices breakdowns (MSO) (quantity: 3), the Governing Districts Centers (GDC) (quantity: 10), and the main Enhanced Base Transceiver Stations (EBTS) (quantity: 71). O&M duties also include operating the Network Operating Center (NOC) 24 hours a day and seven days a week, troubleshooting software and other technical components. The help-desk should have the ability to provide web-based escalation notification to the customer for software and hardware trouble tickets. Response time is 24 hours in Baghdad and 48 hours in the provinces. Additional O&M duties includes activating and operating the Frequentis and Procad systems for all the GDC sites. GDC sites are operationally independent. This scope requires assisting the end user to configure each GDC to be inter-connected. The scope further requires providing and activating GPS and the tone of resonance and the wait letter for all the GDC rooms. Additional requirements under this scope including services to activate Ericcson MD110 switches located at each GDC and at the MSO. The intended use of this activation is to provide digital phone lines between the GDC locations. This ROM should include services for generating an auto-recorded emergency and activating this message across the AFRN. Other services that should be reflected in this ROM include redeploying a Procad system and re-activating it, as required. This ROM should also provide a brief summary indicating how many personnel are required to provide O&M support for a 12 month period of performance. Training: Provide a ROM for classroom and on the job and classroom for the AFRN. The ROM should reflect a detailed 12 month long class schedule designed to enable MoI personnel to operate and maintain the system without vendor support. This should include training MoI personnel in the repair of all the MSOs, GDCs, EBTS. Training also must incorporate performing NOC operations, troubleshooting, logistics, and integrating MOI personnel in daily O&M functions such as field visits to the MSOs and GDCs. The program should train MoI personnel in the operating and examining processes within the Swig 1 from the main remainder enhanced base transceiver stations. The ROM should include two in-country classroom training coursesone course for the Procad system and one course for the Frequentis system. Each course should be up to 160 hours in duration and train up to 10 students. Software licenses and system upgrades: Provide a ROM for an enterprise or corporate anti-virus license. This ROM should also include system upgrade licenses for Motorolas DIMETRA software. The network is presently running on version 5.2 and is to be upgraded to version 6.1. The ROM should reflect pricing for four zones throughout Iraq. Additional system upgrade pricing should also include updating all GDCs to Procad Version 2.3. This ROM should reflect shipping costs. System upgrade services: Provide a ROM for engineering and software deployment services for the software licenses requested in this market survey. Main Switch Office Equipment: Provide a ROM for equipping a Main Switch Office Switch. (MSO). The MSO will replace the MSO presently supporting Baghdad. This ROM should reflect shipping costs. MSO Installation: Provide a ROM for installation services to install the MSO reflected in this market survey. The installation services should also include the installation costs to install the existing MSO in Baghdad to another location in Iraq. This ROM should also reflect all labor, transportation and costs associated with providing these services in the Iraq theater of operation. Spare parts: Provide a ROM for Motorola spare parts. Industry standards should be used to determine the spares composition and quantities required for the size of the network reflected in this inquiry. This ROM should also include four microwave dishes. This ROM should reflect shipping costs. Microwave installation and support: Provide a ROM for services to install and commission eight microwave dishes throughout the network. Four of these dishes are in Baghdad and will replace existing fiber infrastructure (these are the four dishes reflected in this market survey under spares parts). The other four microwave dishes are government furnished and will be installed throughout Iraq. This ROM must also incorporate 24-7 services to support the microwave network which supports the AFRN. The microwave network consists of 74 microwave nodes located throughout Iraq. The ROM must support microwave expansion of up to 20 additional links. This ROM should also reflect all labor, transportation and costs associated with providing these services in the Iraq theater of operation. Environmental Alarm System equipment: Provide a ROM to equip an environmental alarm system consisting of the following alarms: Open and close door alarm; UPS alarm; fuel tank gas level alarm; generator and control alarms; automatic control switch alarms; air-conditioner alarm and heat alarm. The ROM must reflect quantities for a lot of alarms for all the EBTS locations. This ROM should reflect shipping costs. Environmental Alarm System installations: Provide a ROM for services to install all the environmental alarm system equipment identified in this market survey. This ROM should also reflect all labor, transportation and costs associated with providing these services in the Iraq theater of operation. Interzone Connectivity Equipment: Provide a ROM for all the hardware and software which is required to provide interzone connectivity which links all the province mobile switch offices (MSO) to the mobile switch office in Baghdad. The ROM does not have to reflect the medium for the linkage. Fiber between each MSO is government provided. This ROM should reflect shipping costs. Interzone Connectivity Labor: Provide a ROM for services to install the interzone connectivity equipment identified in this market survey. The ROM should also reflect the cost of conducting all required site surveys, network configurations, activation of the services, and any other labor, transportation and costs associated with providing these services in the Iraq theater of operation. Camera Equipment: Provide a ROM for all the hardware and software which is required to equip each EBTS with one camera. The camera must be capable of interfacing with AFRN. The intended use of these cameras is to transfer images from the EBTS to the central control system over the existing microwave links. This ROM should reflect shipping costs. Camera Labor: Provide a ROM for services to install one camera at each EBTS identified in this market survey. The ROM should also reflect the cost of conducting all required network configurations, activation of the services, and any other labor, transportation, and costs associated with providing these services in the Iraq theater of operation.
