- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires renewal licenses for the following software titles from DLT Solutions Inc.: AutoCAD Architecture 2009, Map 3D 2009, and Raster Design 2009. The 6th Contracting Squadron intends to make an award to DLT Solutions, 13861 Sunrise Valley Drive, Suite 400, Herndon, VA 20171.. Interested parties may e-mail alyson.gowin@macdill.af.mil not later than Friday, 13 February 2009; 3:00 p.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within three days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) DLT Solutions has been identified by the manufacturer of these software products as the sole government re-seller. Autodesk Architectural Desktop, Map 3D, and Raster Design software have already been tested and certified to work in the ISP environment, and they are the only SOCOM-approved architectural software applications that fall under the ISP Programs Basis of Issue Plan (BOIP). The software is currently installed and in use at USSOCOM. To solicit for another software source at this point would result in delays and users unable to meet mission requirements. Furthermore, the users are already trained on how to use Autodesk software. At this time, it is not economically feasible to evaluate other software brands, or to alter the current system configuration. This would only duplicate the research and integration that was already accomplished. Cost to replace this software with another brand is not expected to be recovered through competition. Replacement cost is estimated at $23,472.60 (or higher), which would be a 57% (or more) increase.
