Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DG133W-09-RQ-0238, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. This solicitation is a small business set-aside. The associated NAICS code is 238910, and the small business size standard is $14.0 million average annual receipts. Contract line item number 0001: 1 job Demolition and Removal of the Wind Profiler System in McCook, Nebraska and Restoration of the Site in accordance with the attached Statement of Work. Work shall be completed by March 31, 2009. All required deliveries shall be made F.O.B. Destination with the contractor responsible for freight costs. Government acceptance of the demolition and site restoration shall take place at the site, and Government acceptance of the delivery of the removed equipment shall take place at the delivery destination. FAR Provision 52.212-1 applies to this acquisition, and there is one addendum to this provision. Specifically, this addendum is as follows: "With respect to Paragraph (b)(4) of FAR Provision 52.212-1, a technical description is not required. However, in addition to the quotation requirements called out under Paragraph (b), the quoter shall provide evidence (as part of its quotation) that it is bonded and insured in accordance with customary commercial practice." FAR Provision 52.212-2 does not apply to this acquisition. Any purchase order awarded as a result of this RFQ will be to the lowest-priced technically acceptable quote from a responsible quoter. In order for a quote to be determined by the Government to be technically acceptable, the quoter must have adequate past performance and adequate bonding and insurance, and the quote must comply with the requirements of Paragraph (b) of FAR Provision 52.212-1. The quoter shall include a completed copy of FAR Provision 52.212-3 in its quote. FAR Clause 52.212-4 applies to this acquisition, and there is one addendum to this clause. Specifically, this addendum is as follows: "At all times during performance of this contract, the contractor shall maintain bonding and insurance consistent with customary commercial practice." FAR Clause 52.212-5 applies to this acquisition, and the following additional FAR clauses cited in Paragraph (b) of FAR Clause 52.212-5 are applicable to this acquisition: FAR 52.219-6; FAR 52.219-28; FAR 52.222-3; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36, FAR 52.222-50; FAR 52.225-13; and FAR 52.232-33. The following additional FAR clauses apply to this acquisition: FAR 52.236-3, FAR 52.236-5, FAR 52.236-7, FAR 52.236-9, FAR 52.236-10, FAR 52.236-12, FAR 52.236-13, FAR 52.222-41, and FAR 52.222-42. Additionally, Department of Labor Wage Determination 2323 (Rev. 6), dated May 29, 2008, applies to contract performance. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. Quotes must be submitted to the attention of Mary A. Watson by fax at (301) 713-2560 or by e-mail to Mary.A.Watson@noaa.gov. Quotes are due by 1:00 PM, Eastern Time, on February 20, 2009.
