- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W16W7L83531027 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 532120 with a small business size standard of $23M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-02-24 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be West Point, NY 10996 The USA ACA United States Military Academy requires the following items, Meet or Exceed, to the following: LI 001, DELIVERY AND SETUP OF SHOWER TRAILERSContractor to deliver and setup shower trailers identified in Line Item 0002. Final trailer must be in place and setup by 1 May 2009. Contractor will need to coordinate scheduling of deliveries with Government representative identified in resultant contract at least two (2) weeks prior to delivery of first trailer(s). See Line Item 0002 for description/specs of shower trailers., 1, LUM SUM; LI 002, RENTAL OF SHOWER TRAILERSRental of Shower Trailers for the period of 1 May 2009 thru 22 August 2009. The Government needs a total of 64 shower stalls which can be provided in any configuration (such as 8 trailers each with 8 shower stalls, or 4 trailers with 12 stalls and 2 trailers with 8 stalls)(all shower trailers do not have to have the same number of stalls), so long as the total number of trailers does not exceed eight (8). Each shower stall shall have its own dressing area. Trailers are also to include sinks with mirrors and electrical outlets. The sinks, mirrors and outlets can be either inside or outside the trailers. The hot water in the trailers shall be LP heated. Trailers must have two entrances and include any needed stairs. The Government will handle all water, sewer and electrical connections and will provide the LP fuel. THE CONTRACTOR SHALL INCLUDE WITH THEIR BID, INFORMATION AS TO THE NUMBER OF TRAILERS AND NUMBER OF STALLS IN EACH TRAILER (such as 2 trailers with 12 stalls and 5 trailers with 6 stalls.). CONTRACTOR IS TO ALSO INCLUDE INFORMATION REGARDING WATER CONNECTION AND DISCHARGE INFORMATION, AND ELECTRICAL REQUIREMENTS WHICH THE GOVERNMENT WOULD NEED TO MAKE THE PROPER CONNECTIONS. Award would be based on lowest price offer that provides at least 64 shower stalls., 16, WEEKS; LI 003, REMOVAL OF SHOWER TRAILERSRemoval and return transportation of trailers identified in Line Item 0002 above. Trailers are to be removed after 22 August 2009., 1, LUM SUM; LI 004, CONTRACTOR MANPOWER REPORTINGSee: Paragraph titled: CONTRACTOR MANPOWER REPORTINGFSC: W054Unit Identification Code (UIC): W1FBAA, 1, EA; For this solicitation, USA ACA United States Military Academy intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA United States Military Academy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The Government reserves the right to make award to the offer which provides the most advantageous outcome to the Government. This would be based on offers providing the maximum number of trailers which is eight (8) and provide the maximum number of shower stalls in total. Price would also be a considersation, but the Government may award to a higher priced offeror if the number of increased shower stalls is felt to be worth the additional costs. The Contractor Manpower Reporting Application (CMRA) is a business process that has been approved by the Secretary of the Army as the means for collecting information on contracts that provide services to the Department of the Army. An updated CMRA business process, Version 3.0, has been implemented starting with the reporting of Fiscal Year 2006 information. The contractor is required to completely fill in all required contractor information directly to the CMRA website: https://cmra.army.mil Although the contractor is required to complete this information, as a courtesy, USMA will pre-populate the database, to include an estimate for contractor manpower. We strongly encourage you to visit the website and review our estimate and revise, if necessary. The information to be collected includes, by contract, delivery order/task order number, the funding source and related financial data, organization receiving the services, mission/function performed, and labor hours and costs by Government Fiscal Year (1 October through 30 September)CMRA will enable the Army to (i) fully understand the composition of the Army workforce - military, civilian, and contractor, and allow for more informed workforce staffing and funding decisions; (ii) provide better oversight of our workforce, avoid duplication of effort, or shifting of in-house reductions to contract; and (iii) better account for and explain our total Army workforce. Data must be entered into the CMRA Application at any time during the contracts period of performance (POP). Data must be accurate and complete, and entered into the CMRA by Government Fiscal Year (FY), 1 October through 30 September, for each FY that falls within the POP. For delivery order/task order type contracts, each separate delivery/task order is recorded. Information must be entered into CMRA NLT than 31 October of each fiscal year being serviced in the contract. The purpose of this Amendment is to add line item 0004 for CONTRACTOR MANPOWER REPORTING, and to amend the description for line item 0002. The requirement is now for a minimum of 64 shower stalls in any trailer configuration of number os stalls so long as the total number of trailers does not exceed eight (8). Award would be based on lowest offer that offers the minimum number of a total of 64 shower stalls.
