Description
This market survey is in support of a potential Foreign Military Sales (FMS) Case IQ-B-VDE for the Government of Iraq. Rough Order of Magnitude (ROM) Price and Availability (P and A), valid for 12 months, is requested, to included a schedule (timeline) to implement this project. The P andA will be used to prepare a Letter of Offer and Acceptance (LOA) to the Government of Iraq. The signed LOA will be the basis for a future Request for Proposal (RFP). Electronic (email) responses are preferred. Note that the information below was supplied in a Letter of Request (LOR) from the Iraqi Ministry of Defence (MOD). CECOM SAMD has asked the MOD questions and received responses to further understand the LOR. These responses are incorporated in the following requirements. Additional information is not available. 1. General Requirements The Ministry of Defence (MOD) of Iraq needs to enhance the capability of Command Control System (C3) by acquiring and incorporating (30) compact tactical Radio Relay Links. The contractor will provide technical assistance to integrate these devices with current communication systems. These devices should be brand new. The current MoD communication system is VSAT, some fiber connections in Baghdad, ITT (export SINCGARS) and Harris Radios at the tactical level. The MoD is looking for the High Capacity Line of Sight Radio System (HCLOS) to enhance their communications network. This network is for tactical radio communications for the divisions, brigades and battalions. The Iraqi MoD wants the equipment to be installed in a HMMWV outfitted with an S-250 shelter to house the HCLOS Radio. This vehicle will haul a trailer towing a generator to power the HCLOS Radio system. Optional requirement - radio towers comprised of telescopic masts and equipment shelter mounted on a trailer. The trailer must be international standard. Tower height 30-40m, made of aluminum and employing electric remote control and manual winch for installation. Guy wires are retained by their own support. Trucks trailer Qty 10. The intended use is with existing micro wave equipment type Alcatel 9470 Short-Haul Low/Medium Capacity Digital Microwave Radio Links. 2. Spare Part and Accessories The contractor shall provide spare part packages for the first, second and third levels of maintenance which be defined according to fault prediction data. 3. Warranty The contractor shall provide warranty for two years from the delivery date of the last Radio delivered to Iraq 4. Training The contractors provide operation and skill improvement Factory Training for (12) officers for period to be defined according to program estimation by manufacturer. 5- Repair Facilities. To sustain repair performance the Vendor is required to improve services by adding the required tools and materials to perform this job efficiently at Tadji. The Iraqi MoD requests that the vendor provide essential tools, test equipment and specific test bench tools - equipment for up to the 3rd level maintenance at the Taji National Depot. The Iraqi MoD requires only tools and test equipment, not new buildings. General specification and requirements: 1 - Quantity 30 links. 2 - All equipments should meet MIL-STD-810F. 3 - Equipment installed in wheel military vehicle (4 wheel drive) equipped with air conditioning. The Iraqi MoD wants the equipment to be installed in a HMMWV outfitted with an S-250 shelter to house the HCLOS Radio. This vehicle will haul a trailer towing a generator to power the HCLOS Radio system. 4 - Frequency range 1350-2350 MHZ. 5 - Protected system with two groups of high gain grids antenna with masts required to provide hop haul of 40 km. 6 - Minimum spacing between Transmitter and Receiver. 7 - Channel spacing (125 KHZ) and (500 KHZ) for 8E1 option. 8 - Binary modulation (64QAM). (16QAM). (QPSK) and (BPSK) selectable automatic and Manual. 9 - Provide secure communication by use of advance technology used for information protection and security. 10 - Base band data up to 8E1 traffic channel and one single 8E1 with Ethernet fast Ethernet (Giga Ethernet port). 11 - Drop insert voice data and video conference. 12 - The power amplifier should be solid state type. 13 - Automatic output power control. 14 - The receiver should be highly sensitive. 15 - Bit Error Rate (BER) (1 x 10-6). 16 - Management auto-diagnostics. Power-on self test. Online BITE. General alarm. 17 - Service channels; one for Engineering Order Wire (EOW); one for supervisory data. 18 - AC power (220 plus-minus 20 volts) (50 plus-minus 10 HZ) (24 plus-minus 20 percent Volt DC). 19 - UPS with suitable rating. 20 - As an option the station establishing of a tower comprised of telescopic mast and equipment shelter mounted on a trailer at following specifications: A - The trailer must be international standard. B - Tower height (30-40) m and should be aluminum made electric remote control and manual winch for installation. C - Manufactured in accordance with recognized quality standards including ISO 9002. D - Guy wires are retained by their own support. E - Lightning protection will be earth ground at the bottom of the structure by a lug with copper tape connected to a copper bound earth rod. F - Obstruction lights system satisfying I.C.A.O. standards. G - Painting by I.C.A.O standards. 21 - Van dual cabin (4 WB) mobile work shop with all necessary requirements for installation testing maintenances and repair (3rd maintenance level) Qty (4). 22 - Emergency dual electric generator (25 KVA) with Automatic Voltage Regulation (AVR), auto start, and fuel tank capacity for seven days operation. Mounted on the trailer, sound proofed, with connection to commercial power. 23 - Installation tools and test equipment must be provided in the station. 24 - The proposal should contain spare unit and parts 20% of the total contract cost. 25 - Two years warranty for complete package. 26 - Factory training for Installation, programming, operation, maintenance and 3rd level repairs for (10) persons. 27 - Shipping - Baghdad (Tadji Base).
