Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation of Purchase Request F1W4MG9013A001 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29 effective 19 Jan 2009 and 2005-30 effective 15 Jan 2009. (iv) This soliciation is unrestricted. (v & vi) Request for Elevator Maintenance Services for 6 months in the base year, plus four option years. Services must be performed in accordance with the Statement Of Work attached to this solicitation. (vii) The Period of Performance (POP) of : Base year shall be 6 month starting 1 April 2009 and running through 30 September 2009-U/I Month Qty 6; first option year is 1 October 2009 through 31 September 2010-U/I Month Qty 12, second option year is 1 October 2010 through 31 September 2011-U/I Month Qty 12, third option year is 1 October 2011 through 31 September 2012-U/I Month Qty 12, and fourth and final option year is 1 October 2012 through 31 September 2013-U/I Month Qty 12. The performance location shall be Elmendorf Air Force Base, AK 99506. There will be a site visit on 18 FEB 2009 at 0900 at the 3rd MDG Hospital. Interested parties shall contact Senior Airman Daniel Jackson by 17 FEB 2009 1600 AK Time so that they can be sponsored onto the base and their presence can be reserved. If contact is not made there is no guarantee that vendors will be able to attend the site visit. (viii) FAR clause 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. (ix) FAR clause 52.212-2, Evaluation--Commercial Items, is applicable. Evaluation factors shall be : technical acceptability, price, and past performance. When combined, technical acceptability and past performance are significantly more important than price. (x) Offerors are advised to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote. Offerors must also include a completed copy of the provision at DFARS 252.212-7000, Offeror Representation. (xi) FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition. Only the following FAR clauses cited in the clause are applicable. 252.225-7001, Buy American Act - Balance of Payments; 252.247-7023, Transportation by Sea and Air, DFARS Clause 252.204-7004, Required Central Contractor Registration also applies to this acquisition. 52.217-5, Evaluation of Options (Jul 1990), Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). 52.217-8, Option to Extend Services (Nov 1999), The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. 52.217-9, Option to Extend the Term of the Contract (Mar 2000), (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
