- This announcement is a Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. Small businesses are encouraged to participate in this market survey. The FAA is seeking vendors who manufacture, provide logistics support and provide engineering services for a Replacement Lamp Monitoring System (RLMS) for the Dual Mode High Intensity Approach Lighting System with Sequenced Flashing Lights (ALSF-2/SSALR). The RLMS must meet the lamp monitoring requirements of FAA Specification FAA-E-2689A Change 5. The RLMS must interface and replace the current lamp monitoring system of the FAA type FA-9993 (Godfrey) and FA-10048 (Airflo) ALSF-2 systems. The FAA has requirements to acquire up to 25 RLMS systems with a minimum of 2 systems. The vendor must have an in-depth knowledge of FAA Specification FAAE-2689A. Additionally, the vendor must be able to provide technical and engineering support in the installation of these systems at various sites in the continental United States. The vendor must be able to supply systems within 6 months of contract award and deliver systems at a rate of 2 per month thereafter. Vendors must provide a capability statement and past performance information. All interested parties are advised the FAA will not pay for any information or any administrative costs incurred associated with any response to this Market Survey announcement. Therefore, any costs associated with this Market Survey submission will be solely at the interested party's expense. At this time, the nature of a future competition has not been determined. Information gathered here will assist the Government in determining how this acquisition will be structured. In order to make this determination, the FAA requires the following information from interested vendors: 1.Capability statement - Technical/engineering experience, financial responsibility,and organizational structure to successfully deliver the required systems. (Limited to twenty (20) pages) 2.Past Performance Information -- This should identify past performance references for the last five years for work performed of a similar type. (Limited to five (5) pages) 3.Technical Qualifications and Capabilities - Provide a system specification and a technical instruction manual for currently manufactured ALSF-2/RLMS systems.(Limited to 25 pages) 4.Sample Resumes - These should be provided for those individuals that are identified as key personnel. Individual resumes are limited to two (2) pages. In addition to one hard copy submission, each vendor is asked to submit their response on two (2) electronic media, i.e data disks to allow the FAA to review and comment on soft copies (Adobe Acrobat format preferred).
