- Description
- The Marine Corps Systems Command (MCSC) intends to award a contract to acquire the hardware and software design, development, and fabrications of first article trainers and simulators for the Expeditionary Fighting Vehicle (EFV). The overall objective of the EFV Training System is to produce the Training System (TS) for the United States Marine Corps (USMC) EFV Initial Training as well as for training Fleet and Reserve Forces. The TS will consist of subsystems defined as training courseware, simulators, devices, mockups, and training aids as well as an EFV embedded training capability. The contractor shall provide all required design, engineering, labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the statement of objectives. The period of performance is expected to be five (5) years, and the Government anticipates awarding a cost plus fixed fee (CPFF) contract. This requirement is being synopsized as a 100% Small Business set-aside under the North American Industry Classification System (NAICS) code of 333319 with the corresponding small business size standard of 500 employees. Offers from concerns other than SBs will not be considered. In order to be eligible for award, interested parties must be registered with the Central Contractor Database (CCR) and Online Representation's and Certifications Application (ORCA). The websites are http://www.ccr.gov and http://orca.bpn.gov. To register in CCR applicants must have a Dun and Bradstreet number and Tax Identification Number (TIN). The solicitation number assigned to this effort is M67854-09-R-0007 and will be issued on or about March 2, 2009. Tentative date/time for submission of proposals will be on or about April 17, 2009, NLT 2:00 PM (EST). This solicitation will be available in electronic format only. A contract will be awarded to the best value Offeror in accordance with Federal Acquisition Regulations (FAR) Part 15 using the Best Value selection procedures. This solicitation will be available to interested parties though the Navy Electronic Online (NECO) website (http://www.neco.navy.mil) and Federal Business Opportunities (http://www.fbo.gov/). It is the responsibility of interested parties to independently watch the website for updates to any and all documents. Potential Offerors are responsible for downloading their copy of the solicitation and amendments, if any. The written solicitation and amendments will not be issued. The Government will not be responsible for any cost incurred in respo! nding to this notice. The estimated award date of this procurement is August 2, 2009. Written questions will be taken once the solicitation is issued. No questions will be accepted before that time or in response to this notice.
