Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The solicitation number is HSCG23-09-R-PBR015 and is issued as a request for proposal (RFP). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisitions Circular FAC 05-16. The North American Industrial Classification System (NAICS) code for this procurement is 611519. The Coast Guard intends to obtain training sessions to accommodate up to 144 personnel in the TRANSAS 3100CG Electronic Chart Display and Information Systems (ECDIS) Course on a sole-source basis in accordance with (IAW) FAR 6.302-1 from the Maritime Institute of Technology and Graduate Studies (MITAGS) IAW Attachment 1 – PWS to this combined synopsis/solicitation. This training was developed and certified by the National Maritime Center (NMC) for IMO - STCW/95 compliance for the United States Coast Guard. The USCG requires the following line item numbers (CLINS) for a period of performance of twelve months. CLIN 00001 – TRANSAS 3100CG Electronic Chart Display and Information Systems (ECDIS) Course QTY: 144 students Period of Performance: 12 months Attachment 2 of this combined synopsis/solicitation contains a listing of FAR and HSAR provisions and clauses applicable to this requirement. Interested parties may identify the interests and capabilities to respond to the requirement or submit quotations. The USCG reserves the right to request product demonstrations at no charge to the Government. Proposals must be received no later than 4 PM EST, 19 February 09, and shall be emailed to Todd.W.Blose@uscg.mil (any attachments should be in Word, Rich Text Format, or PDF and must not exceed 2 MB); or mailed to Formal Contracts Division II (CG-9122), United States Coast Guard, Todd W. Blose / CGHQ 2600 (JR11-0231), 2100 2nd St SW, Washington, DC 20593-0001. NOTICE TO OFFERORS-SOLICITATION OMBUDSMAN PROGRAM. It is the policy of the USCG to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them where possible, without expensive and time-consuming litigation. Potential offerors who believe that a USCG solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer. If the contracting officer is unavailable to satisfy the concerns, the offeror should then contact the USCG Solicitation Ombudsman at the following address: Commandant (G-APO), 2100 Second St, SW, Washington, DC 20593-0001; Fax: (202) 475-3904/ATTN: USCG Solicitation Ombudsman.
