- Vessel required: One U.S. or foreign flag, double hull, tanker with IGS and SBT capable of carrying a minimum 235,000 BBLS (intentions JP5) and 75,000 BBLS (Intentions F76) clean petroleum products. IN ACCORDANCE WITH THE CARGO PREFERENCE ACT OF 1904, PREFERENCE WILL BE GIVEN TO U.S. FLAG VESSELS. VESSEL SHALL MEET THE FOLLOWING MINIMUM PARTICULARS: •VESSEL MUST HAVE CURRENT VETTING APPROVAL FROM AT LEAST TWO MAJOR OIL COMPANIES (I.E. SHELL/BP). •VESSEL MUST BE A PARTY TO THE SIRE SYSTEM AND PROVIDE A CURRENT Q-88 WITH OFFER (NO MORE THAN 60 DAYS OLD). •VESSEL MUST POSSESS CURRENT ISM CERTIFICATION AND INTERNATIONAL SHIP SECURITY CERTIFICATE. •VESSEL’S AGE SHALL BE LESS THAN 15 YEARS FOR THE DURATION OF THE CHARTER. •VESSEL MUST HAVE A MAXIMUM LOA OF 624 FT •VESSEL MUST HAVE THE ABILITY TO LOAD AND DISCHARGE TO A LADEN DRAFT OF 37.7 FEET WITH 235,000 BBLS JP5 AND 75,000 BBLS F76.. •VESSEL MUST HAVE A MINIMUM SOA OF 13 KNOTS •VESSEL MUST INDICATE SUPERCARGO CARRYING CAPACITY (VESSEL MAY BE REQUIRED TO CARRY UP TO 12 ARMED U.S. MILITARY PERSONNEL FOR SECURITY REASONS. OWNER MUST PROVIDE LIFESAVING EQUIPMENT IN ACCORDANCE WITH SOLAS/USCG REQUIREMENTS. •VESSEL MUST HAVE THE ABILITY TO CARRY ONE COMPLETE, UNDECANTED, TANK WASHINGS IN DEDICATED SLOP TANKS. •VESSEL MUST HAVE A MINIMUM 10 TON CARGO HOSE HANDLING BOOM AT THE MANIFOLD •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO CALL AT OFFSHORE PETROLEUM FACILITY •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO PERFORM CARGO OPERATIONS PIERSIDE •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO PERFORM CARGO OPERATIONS AT ANCHORAGE (ADEQUATE FENDERING) •VESSEL MUST HAVE THE ABILITY / EQUIPPED TO MECHANICALLY CLEAN, MOP, DRY AND INERT CARGO TANKS WITHIN THREE DAYS BETWEEN CARGOES DURING PERFORMANCE OF THE CHARTER WHEN REQUIRED. SHIP MUST HOT WASH ALL CARGO SPACES WITH WATER NOT TO EXCEED 58 DEGREES CENTIGRADE PRIOR TO PRESENTING FOR INITIAL ACCEPTANCE/INSPECTION.. ANY TANKS ADJOINING CARGO TANKS TO BE INSPECTED MUST BE CLEAN AND GAS FREE. •IF VESSEL CARGO TANKS HAVE HEATING COILS, PROVIDE THE COIL TYPE OR COMPOSITION (SUCH AS STAINLESS STEEL, COPPER, ETC.), DATE THAT THE HEATING COILS WERE LAST USED AND PRESSURE TESTED, AND THE RESULTS OF THE TEST (PASSED OR FAILED). VESSEL TANKS WITH COPPER OR YELLOW METAL COMPOUNDS ARE NORMALLY NOT ACCEPTABLE FOR JET FUEL CARGOES. •IF VESSEL CARGO TANKS ARE COATED, PROVIDE THE COATING TYPE (EPOXY, INORGANIC ZINC, ETC.). COAL TAR COATING IS NOT ACCEPTABLE. IF TANKS ARE NOT COATED THEN STATE “NONE”. •VESSEL MUST PROVIDE CERTIFICATES OF QUALITY FOR LAST AND NEXT TO LAST CARGOES. THESE CERTIFICATES SHOULD CONTAIN ALL TEST DATA REQUIRED BY SPECIFICATION FOR THE PRODUCTS THAT WERE PREVIOUSLY LOADED (LAST AND NEXT TO LAST). THEY SHALL BE SUBMITTED FOR EACH SHORE TANK AS WELL AS THE VESSEL TANKS AFTER LOADING (COMPOSITE SAMPLE). RESULTS OF “TYPICAL” ARE NOT ACCEPTABLE. ADDITIONALLY THE FOLLOWING ARE REQUIRED FOR THE SPECIFIC PRODUCTS MENTIONED: 1) NAPTHA/CONDENSATES: MERCAPTAN SULPHUR, REPORTED IN “PARTS PER MILLION” (PPM) OR “MASS PERCENT”, OR DOCTOR TEST (ASTMD 4952). 2) GASOLINE (MOTOR OR AVIATION): STATE WHETHER THE PREVIOUS PRODUCT WAS “LEADED” OR UNLEADED”. THIS IS NEEDED TO DETERMINE CARGO TANK “SAFE ENTRY” TESTING REQUIREMENTS. •VESSEL MUST BE GAS FREE AND SAFE FOR ENTRY. WHERE A PRIOR CARGO CONTAINS A KNOWN TOXIC COMPOSITION SUCH AS GASOLINE OR NAPTHA (OR OTHER COMPOUNDS EVALUATED ON AN INDIVIDUAL BASIS), THE VESSEL WILL PERFORM AT THEIR EXPENSE, THE NECESSARY TOXICITY SCREENS BY AN APPROPRIATE AUTHORITY, I.E. CERTIFIED MARINE CHEMIST, CERTIFIED INDUSTRIAL HYGIENIST. THE TEST INFORMATION ON OXYGEN LEVELS, FLAMMABILITY LEVELS, TOXICITY, VISUALS, DATE AND TIME WILL BE RECORDED ON A LOG OF INSPECTIONS AND TESTS TO INCLUDE THE TESTING INSTRUMENT USED AND SIGNATURE OF THE COMPETENT PERSON PERFORMING THE TESTS. ALL TOXICITY/FLAMMABILITY ASSESSMENTS WILL BE PERFORMED IN THE PRESENCE IF THE INSPECTING QAR. •THE VESSEL MUST BE ABLE TO TAKE UPPER, MIDDLE, LOWER, BOTTOM, AND ALL-LEVEL SAMPLES OF THE CARGO (TO INCLUDE OBQ & ROB) WITHOUT CONTAMINATING THEM FROM THE SAMPLING LOCATION. IF UNABLE TO DO SO OR IF THE SAMPLING LOCATION IS CONTAMINATED OR SUSPECTED TO BE CONTAMINATED, CHARTERER WILL REQUIRE OPEN SAMPLING ON A TANK BY TANK BASIS, CONSISTENT WITH SAFETY AND LOCAL TERMINAL REGULATIONS. 2. Cargo description: minimum of 235,000 BBLS (intentions JP5) and 75,000 BBLS (Intentions F76) 3. Intended Loading Port/Place: ST THEODORE, GREECE PORT RESTRICTIONS (WOG) MAX LOA: 624 FEET MAX DRAFT: 44 FEET MAX DWT: 45,000 MT 4.
